ACE likely to conduct probe into misuse of SMBBMU vehicles

LARKANA:The Assistant Director (Enquiries), Anti-Corruption Establishment (ACE), Larkana, in a letter addressed to the Registrar, Shaheed Mohtarma Benazir Bhutto Medical University (SMBBMU), Larkana, has called for provision of the record of a log book of vehicles VIGO GS-398 and Fortuner GSE-194 used by VC Professor Aneela Atta-ur-Rehman, salaries of Zahid Hussain Dharejo, SMBBMU Director Finance, use of Rs 9.6 million on buying vehicles in the year 2015-16, salaries of Asif Ali Chandio, the then SMBBMU legal advisor and payment vouchers 16112 dated 24.4.2019 of Rs 55,600 and others.

In the letter, the registrar has further been instructed to direct Zahid Hussain Dharejo, Professor Shahida Shaikh, accountant Rafique Ahmed Sarki and an officer Suhail Ahmed Abbasi to attend ACE office in connection with a complaint filed by Asif Hussain Chandio, advocate, High Court, against officers/officials of SMBBMU. The inquiry was fixed on 11th July, 2019 but the relevant authorities requested for granting more time to submit the requisite record.

In this regard, advocate Asif Chandio told PPI Saturday that he had sent a written complaint to the Deputy Director, ACE, Larkana, on 17th June in which he had also submitted a list of 26 vouchers along with amount of each voucher and requested the ACE to conduct a thorough inquiry into the allegations. He said he had mentioned in his complaint that Vice Chancellor (VC) Professor Aneela Atta-ur-Rehman procured a new black GLI car from the university funds without approval from the relevant authorities whereas two other vehicles VIGO and Fortuner are already available for her use.

He further alleged: “Not not only this, but Professor of Gynecology, Head of Department, Shaikh Zaid Women’s Hospital is also using official SMBBMU vehicles for which no log books were maintained, but on my objection log book is written to give cover to the misuse of government vehicles.”

He said according to audit report, Rs 9.5 million were spent in 2015-16 to buy new vehicles when there was a ban on procurement of vehicles.

Chandio further alleged in his complaint that accountant Rafique Sarki purchased Toyota Corolla Grande in 2018 having registration No TDA-400, white colour illegally.

Chandio further alleged in his complaint that according to the audit report, SMBBMU spent Rs 105 million on civil works without preparation of PC-1 of the project. He mentioned that Benazir Institute of Nursing and Community Health Science (BINACHS) was constructed at an estimated cost of Rs 117 million while the construction of Admin Block worth Rs 58 million was started in SMBBMU but the contractor did not complete the work and left half-way work process, but neither administration took any action against the defaulter nor penalized or blacklisted him, he added. He said security amount of Rs 3 million was deposited in a bank instead of treasury but details of forfeiture were not provided to the audit.
