Prof. Dr. Zia Ul Haq, a distinguished public health specialist, took charge as the new Executive Director of the Higher Education Commission (HEC) on Friday, amidst expectations that he will tackle the pressing financial and administrative challenges facing the country’s tertiary education sector.
Dr. Haq transitions to the key national post following a six-year tenure as the Vice Chancellor of Khyber Medical University (KMU), Peshawar, where he garnered a wealth of leadership experience.
An internationally recognized academic, Dr. Haq has been ranked among the top 2% of scientists globally by Stanford University based on standardised citation indicators. His contributions were also formally acknowledged by the state when the President of Pakistan conferred upon him the Sitara-i-Imtiaz on March 23, 2025.
During his stewardship at KMU, the institution witnessed notable progress in governance, achieved financial stability, and saw significant improvements in academic quality and research output. A prolific researcher with 105 publications, he was instrumental in securing over PKR 5 billion in competitive research funding.
Dr. Haq holds an MBBS from Khyber Medical College and a PhD in Public Health from the University of Glasgow, UK. He has also served as the Convener of the Higher Education Task Force for Khyber Pakhtunkhwa.
Academicians and stakeholders have reportedly welcomed the appointment, expressing confidence in his ability to play a vibrant and decisive role. The new Executive Director is anticipated to focus on promoting a nationwide culture of excellence in teaching, research, and innovation.
