Quetta:Finance Department has notified Quetta District for the purpose of integrating payroll data of the employees of the Government of Balochistan with financial data of the Government Financial Management Information System (GFMIS).
A notification issued by Finance Department, Government of Balochistan says, “With prior approval of the competent authority, the Government of Balochistan, Finance Department is pleased to notify Quetta District for the purpose of integrating payroll data of the employees of the Government of Balochistan with financial data of the Government Financial Management Information System (GFMIS). Pursuant to the completion of the exercise the activity shall be replicated over the rest of the districts of Balochistan. The objective of the exercise is to implement Organizational Management Module of the SAP system to integrate Human Resource data, as sanctioned and approved by the Provincial Assembly, with monthly payroll executed.”
This will enable the Finance Department, Government of Balochistan to synchronize sanctioned strength of the budget book with the working strength of the Government and apply reasonable checks on the execution of monthly pay roll and better budget management for employee related expenses.
Notification further says, “The Terms of Reference (ToRs) of the activity will be; (i) Gather sanctioned strength as reflected in the budget book and payroll data available in the HR system of the Government of Balochistan (ii) Compare and correct the data in accordance with the designations, pay scales and Drawing and Disbursing Offices (iii) Correct any discrepancies at both sites, that is the budget server and the production server and prepare unique data for uploading to the production server (iv) Carry out a second check of the corrected data with endorsement from the administrative departments (v) Replicate the exercise over the rest of the districts in Balochistan (vi) Implement the OM Module not later than one year from the date of this notification.
Notification further says, “The Finance Department will announce a working team of focal persons on integration of data and coordination with the departments and concerned quarters i.e., the Accountant General of Balochistan, the Directorate General of Financial Accounting and Budgeting System (FABS) CGA Islamabad, and the District Account Offices”.
