Srinagar, July 05, 2018 (PPI-OT): In occupied Kashmir, Grand Mufti Designate, Mufti Nasir-ul-Islam, on behalf of Supreme Court of Islamic Sharia Jammu and Kashmir has thanked the UN Human Rights Council (UNHRC) for releasing its first-ever report on human rights situation in the occupied territory.

Mufti Nasir-ul-Islam in a letter to the President of the UNHRC based in Geneva hoped that the report would be taken to its logical and pragmatic conclusion by laying the foundation for Human Rights Inquiry Commission in Jammu and Kashmir.

Copies of the letter were also sent to UN Secretary General Antonio Guterres, President International Court of Justice, Abdul Qawi Ahmed Yusuf, and the UN High Commissioner on Human Rights, Zeid Ra’ad Al Hussein.

HERE IS FULL TEXT OF THE LETTER:

His Excellency

Hon. Ambassador Vojislav Suc,

President of the United Nations Human Rights Council

Geneva, Switzerland

Sub: Appeal from Supreme Court of Islamic Sharia, Jammu and Kashmir State

Dear Mr. President,

I hope this letter finds you in good health and sound esprit. I first and foremost thank you on behalf of all the members of Supreme Court of Islamic Sharia and all respected members of Muslim Personal Law Board for your eye-opening human rights report which was quite a work of a far-reaching statesman and convolving with the international law and demands.

I would like to draw your kind attention towards the fact that Indian subjugation in the State of Jammu and Kashmir is not limited to the loss of lives but enhanced affection of the economy and education of our people. People in the valley are restrained to use of internet, and even going to the schools is banned by the local government which is ultimately administered from New Delhi at their will and whip of their time and taste.

The worse kind of barbarism was witnessed by the international community when two unarmed protesters were mowed down by a police vehicle at the Grand Mosque premises on last Friday of Ramadan, 2018 by the Government forces without an iota of sympathy towards mowed down youth. In the recent past a youth was tied to an army jeep and paraded as a human shield, resulting the State Human Rights Commission penalising State Government to pay him one million rupees. The compensation ordered by State Human Rights Commission was not only rejected by the State but the erring army officer was awarded from his institution!

Sir, in the recent past our schools and educational institutions were closed down by the Indian authorities dozens of times leaving our children at the mercy of illiteracy and never-ending mental stress. College and school students – instead of counselling and entertaining their legitimate demands were teargas-shelled and their classrooms bore the smoke of disdain and misadventure of forces. It is quite a contrary to the schools operational during the time of World War-II on German borders and enlightening the world with teaching even in the toughest time of battlefields.

We have piled up a force of unemployed youth deliberately by the occupation, even the entrepreneurs are closing their units after the mass blockade of internet connectivity; leaving them mad and astray without any rhyme and reason, indefinite of their sustenance. Internet acknowledged as a basic and fundamental human right in these modern times is targeted by the authorities to cripple our economy.

Even after the special constitutional security for the State under Article 370 of India, GST (reformed tax) was introduced and import duties levied on our cultural and inherited commercial items like walnut and Kashmir Arts only to burden the people of the State with more scrutiny. The authorities, mad and blinkered, with open eyes and deliberate intentions to rule the black history with the blood of our innocents and cries of our widows. Every corner in my city is a new address of orphanage, doing their very little to come out of the mushroomed and marooned trauma, of children orphaned with convoluted turmoil.

Drawing the least time in your attention I cannot complete my pain and agony which has a little ray of hope after your Human Rights Report was made public and I expect you will take this to its pragmatic and logical conclusion – lay the foundation for Human Rights Inquiry and Commission in Jammu and Kashmir.

This communique is a reflection of millions of petitioners, admirers, and appellants who have looked to this Islamic Court for centuries altogether. Majority of our population is not only unique in following Muslim Personal Law and abrasive on human rights violations perpetrated anywhere in the world in strongest terms but people of Jammu and Kashmir are also moderate and modern in all modalities of life – above all a peace-loving and pacificatory society.

I have limited my imposition on your valuable time and once again thank you for your honest efforts.

Nasir-ul-Islam

Grand Mufti Designate

Supreme Court of Islamic Sharia

Jammu and Kashmir
