National Assembly Standing Committee on Maritime Affairs meets

Islamabad, October 07, 2021 (PPI-OT):National Assembly Standing Committee on Maritime Affairs met under the Chairmanship of Mir Amer Ali Khan Magsi, MNA, in Parliament House, Islamabad. The Committee was briefed about the land encroached in the jurisdiction of Karachi Port Trust (KPT).

The Committee noted that this encroachment has been going on for the past so many years and different administrations of KPT have wilfully let it happen. It has been done with the connivance of officials of different organizations including KPT, Police and Revenue etc. Although some land has been recovered but a cohesive effort is needed on part of KPT to resolve the issue. The Committee observed that KPT is also not fulfilling its Corporate Social Responsibility (CSR). In this regard, the Committee appointed a Sub-Committee with the following TORs and Composition:

TERMS OF REFERENCE:

“To ascertain the facts behind the land encroached in Karachi Port Trust (KPT), not fulfilling the obligations under Corporate Social Responsibility (CSR) and not giving lower grade jobs District wise”.

The Committee was told about the financial performance of the Pakistan National Shipping Corporation (PNSC). The Committee was told that the PNSC has prepared a Fleet Development Plan to enhance its carrying capacity keeping in view its available financial resources. In short term, PNSC is working on the acquisition of Aframax crude oil tankers and Ultramax bulk carrier for which international tenders have already been floated in compliance with the requirements of PPR-2004.

PNSC, under instructions of the Ministry of Maritime Affairs, intends to facilitate private ferry operators by way of provision of technical, manning and advisory services as well as assistance in compliance with applicable regulations. Private sector operator will be arranging the ferry, manage the hospitality part and will be responsible for commercial/business aspects of ferry operations.

PNSC has floated an international EOI to attract private investors. In response to the said EOI, two firms have approached PNSC and PNSC is facilitating both parties in this regard.
