Internet shutdown in IOK violation of right to life, court told

New Delhi, November 20, 2019 (PPI-OT): Senior Advocate Dushyant Dave has submitted before the Indian Supreme Court that the internet shutdown in Kashmir region which has been in existence for over past 106 days is a grave violation of fundamental right to life.

Dave is appearing for Anuradha Bhasin, Executive Editor of Kashmir Times daily, in the Supreme Court. Dave referred to the recent landmark decision of the High Court of Kerala which declared that right to internet was a part of right to life and right to education.

The lawyer submitted that the Indian government itself had recognized internet a basic necessity for education and communication. Despite this, the government has snapped mobile data connections in the Kashmir region, following the abrogation of the special status of J and K on August 5.

Dave added that the right to freedom of speech and expression includes the right to freely circulate ideas. Article 19(1)(a) of the Indian constitution supports democracy but the government is looking to suppress it as everyone has been silenced on the apprehension that everyone is a terrorist. He began his submissions before the bench comprising Justices N V Ramana, Subhash Reddy and B R Gavai by highlighting the delay in the hearing of the matters.

“We are asking the government why restrictions have not been lifted…it is our grievance that nothing has happened since August …” Dave went on to suggest that all other matters should have been set aside by the court to hear the grievance of eight million people in Kashmir. Dave urged that individual liberty cannot be subsumed by social control. The government has “given draconian sweeping orders through which everyone is subjected to restrictions, without knowing the history or background”, he added.

Senior advocate Meenakshi Arora appeared on behalf of Shoaib Qureshi and Tehseen Poonawalla. She reiterated the arguments that orders of blanket restrictions lack basis and that the state cannot curtail rights without placing any material facts. Before the bench rose, Arora highlighted that there was still no internet, effectively no transport, no SMS services, and no prepaid services functional. The poor can access government medical care only through the internet and there’s no access, she said. The hearing was adjourned till Thursday (November 21).

Pakistan, Hurriyat leadership on one-page on Kashmir cause

Islamabad, November 20, 2019 (PPI-OT): The Information Secretary of All Parties Hurriyat Conference Azad Jammu and Kashmir chapter, Sheikh Abdul Mateen, has said Pakistan and the Hurriyat leadership of occupied Kashmir are on one page regarding the Kashmiris just cause and their freedom struggle.

Sheikh Abdul Mateen, in a statement in Islamabad, today, pointed out that the hearts of the people of Kashmir and Pakistan throb in unison. He maintained that the people should remain aware of some fake statements, which are being spread on social media on behalf of the Hurriyat leadership. Sheikh Abdul Mateen emphasized that this activity is aimed at damaging the concept of the oneness of Jammu and Kashmir and Pakistan.

Punjab CM announces to conduct impartial inquiry of police encounter in DG Khan

Punjab Chief Minister Sardar Usman Buzdar has announced to conduct an impartial inquiry of the police encounter at Kot Mubarak area of Dera Ghazi Khan.

The Chief Minister said facts of the incident will be unearthed in a neutral inquiry.

He said the concerned DSP and SHOs have been removed from their offices.

Pakistan will continue support to Kashmiris for right to self-determination: Ali Amin

Minister for Kashmir Affairs Ali Amin Gandapur says Pakistan has successfully sensitized the world regarding lingering Kashmir issue and a large number of countries condemned Indian atrocities have demanded early resolution of the dispute.

Talking to Radio Pakistan’s News and Current Affairs Program on Wednesday, he said Pakistan is planning to convene meeting of SAARC countries and OIC in Islamabad, regarding the recent situation in Occupied Kashmir to highlight the issue at regional and international level.

He said Modi regime is following naziism and hitlerism and there is no space for minorities in India which has been admitted by the world.

The Minister said Pakistan will continue to extend its moral, political and diplomatic support to Kashmiris for their just right to self-determination.

US Sanctions People, Networks Accused of Supporting Islamic State

WASHINGTON The United States has imposed new sanctions on individuals and networks for providing financial support to the Islamic State (IS) terror group.

The U.S. Treasury Department announced Monday the new round of sanctions targeting four individuals and five companies operating in Syria, Turkey, Afghanistan and several other countries for their involvement in supporting IS financially and logistically.

After the U.S. operation that killed IS leader Abu Bakr al-Baghdadi in late October, the U.S. government has increased its efforts to undermine the terror group’s financial capabilities further, U.S. officials said.

Following the highly successful operation against al-Baghdadi, the Trump administration is resolved to completely destroy ISIS’s remaining network of terror cells, Treasury Secretary Steven Mnuchin said in a statement, using another acronym for Islamic State.

Increased pressure

U.S. officials also said the United States would increase its partnership with the anti-IS global coalition to disrupt IS’s financial networks.

The U.S. is increasing pressure on ISIS’s resources and networks with new sanctions on nine individuals and organizations, Secretary of State Mike Pompeo said in a tweet Monday. ISIS remains a threat to global security and stability.”

“Any measure by a Coalition partner that damages Daesh’s cash flow can only be a good thing. These sanctions help prevent Daesh accessing the resources they are actively seeking in order to regain momentum, mitigating the threat they pose to citizens around the world,” an official for the Global Coalition against the Islamic State told VOA.

The sanctions freeze any U.S. assets held by those targeted and prohibit Americans from doing business with them.

Turkey-based targets

Two of the four individuals and four of the five companies targeted in Washington’s sanctions are based in Turkey. The individuals are Ismail Bayaltun and Ahmet Bayaltun, two Turkish brothers who operate ACL Ithalat Ihracat, a company also targeted by the U.S. move.

Experts say the U.S. sanctions raise questions about the Turkish government’s handling of IS networks inside Turkey.

The Turkish authorities reportedly have increased their crackdown on IS networks on Turkish soil, but some experts believe significant parts of the terror group’s financial structure continues to operate in the country.

These jihadists, which include ISIS, have really entrenched networks inside Turkey, said Merve Tahiroglu, Turkey program coordinator at the Project on Middle East Democracy (POMED).

It is very unnerving but at the same time quite believable that Turkey hasn’t been really going after these jihadist networks because Turkish law enforcement has been busy hunting down dissidents and government critics, she told VOA.

According to Turkish media, Ismail Bayaltun, who the U.S. Treasury says is the “Chairman of the Board of Director at ACL Ithalat Ihracat,” was detained in 2015 in an anti-IS operation carried out by Turkish police in Sanliurfa, where the company is headquartered. It is unclear when he was released.

After the Syrian border town of Tel Abyad was captured from IS by U.S.-backed Kurdish forces in 2015, our correspondent there saw a cargo package with the surname ‘Bayaltun,’ which was sent to an IS fighter, Turkish newspaper Haberturk reported at the time.

Not a top priority

Inside Turkey, some experts say, IS’s presence and activities have not been a top priority for Turkish security forces.

The way Turkey has been approaching ISIS has never been a military problem inside Turkey in terms of combating the ISIS threat inside, Turkey has looked at is as a police problem, analyst Tahiroglu said.

The Turkey analyst noted that the timing of this designation wasn’t a coincidence, as it comes only a week after a visit by Turkish President Recep Tayyip Erdogan to the White House.

Bilateral relations between the U.S. and Turkey are going through a crisis because of Turkey’s recent military incursion into northeast Syria, Tahiroglu said.

Erdogan is trying to present Turkey as an alternative to the [Syrian Kurdish-led] SDF in the American mission against IS, she said. He desperately wants the U.S. to recognize Turkey as America’s main partner in Syria and not the Syrian Kurds.

He appears to be succeeding at convincing President Trump that he is the right partner for it, but not so much the rest of the U.S. bureaucracy, as we also see with this designation but also from various statements that have come out of the Defense Department and the State Department, Tahiroglu told VOA.

The U.S. has previously designated individuals and entities based in Turkey for providing financial and logistical support to IS and other terrorist groups.

IS in Afghanistan

The U.S. Treasury also took action against an Afghanistan-based organization, Nejaat Social Welfare Organization, which has used false charitable pretenses as a cover to help the transfer of funds to IS’s affiliate in Afghanistan and Pakistan, known as IS-Khorasan (IS-K).

The Afghan organization has held planning meetings for IS-K leaders, using a Salafi solidarity meeting as a cover, according to the U.S. Treasury.

When IS in early 2015 established its branch in Afghanistan and Pakistan, many fighters who had previously worked with Pakistani Taliban in the region pledged allegiance to the terror group.

According to U.S. officials, the region has become a hotbed for many foreign fighters, including some who are fleeing Syria and Iraq as IS has lost nearly all of the territory it once held in 2014.

Nejaat’s ties with IS

Two leaders of the Nejaat group, Sayed Habib Ahmad Khan and Rohullah Wakil, have been targeted in the recent U.S. designation.

The U.S. Treasury said in mid-2016, an IS-K operative worked at Nejaat and recruited fighters for the terror group in Kabul.

The group has collected donations on behalf of IS from individuals in Qatar, the United Arab Emirates, Iraq and other Middle Eastern countries.

Waheed Mozhda, a Kabul-based analyst and a former Taliban official who worked for the government when the group was in power, told VOA the company is not officially registered with the Afghan government.

Ahmad Khan, the leader of the Nejaat Organization, has been identified by the U.S. government as a facilitator for IS-K.

Analyst Mozhda said he personally knew Wakil, the other Afghan national targeted by the recent U.S. designations, and that he was shocked to learn about his ties with IS.

I have never heard that he had any contacts with IS, Mozhda said, adding he met Wakil in Qatar’s capital, Doha, where the Taliban has a political office.

The U.S. Treasury, however, said Wakil has provided material support to IS as he is an executive member of Nejaat.

Former Guantanamo prisoner

Jawid Kohistani, a security analyst in Kabul, said Wakil was previously imprisoned by the U.S. in the Guantanamo Bay prison for his ties with al-Qaida.

When the Taliban regime was toppled by the U.S. in 2001, most of the Afghanistan-based al-Qaida fighters fled to the eastern Afghan province of Kunar, where Salafists enjoyed growing popularity, Kohistani told VOA.

Some Salafist followers provided shelter for al-Qaida fighters, and during that time, Wakil was a well-known figure and was arrested and sent to Guantanamo, he said.

Salafism is considered an ultra-conservative branch of Sunni Islam.

Salafists are accused of having relations with IS, Kohistani added.

CRC@30/ World Children’s Day: 30 years of child rights: Time to Pledge Recommitment to Children

Islamabad, November 19, 2019 (PPI-OT): There have been historic gains overall for the world’s children since the Convention on the Rights of the Child (CRC) was adopted 30 years ago. However, many of the poorest children are yet to feel the impact, according to The Convention on the Rights of the Child at a Crossroads, a new report released by UNICEF today.

“There have been impressive gains for children over the past three decades, as more and more are living longer, better and healthier lives. However, the odds continue to be stacked against the poorest and most vulnerable,” said UNICEF Executive Director Henrietta Fore. “In addition to the persistent challenges of health, nutrition and education, children today have to contend with new threats like climate change, online abuse and cyberbullying. Only with innovation, new technologies, political will and increased resources will we help translate the vision of the Convention on the Rights of the Child into a reality for all children everywhere.”

Part of commemorations marking the 30th anniversary of the CRC across the world, the report looks at the undeniable achievements of the past three decades, proof that where there is political will and determination, children’s lives improve. In Pakistan, UNICEF and the Ministry of Human Rights are pushing children’s agenda forward through a legislative review of the child rights legislation at the federal and provincial levels, and a host of other initiatives.

“As one of the countries that ratified the CRC within a year of its adaption, Pakistan has made significant strides to prioritize children’s issues. However, a lot more needs to be done,” said Aida Girma, UNICEF Representative in Pakistan. “Poverty and social norms are impediments that continue to hold our children back. These must be overcome through collective and accelerated efforts to ensure that all children get equal and all rights everywhere in Pakistan.”

The objective of the legislative review is to assess the compliance of existing laws with CRC and the 2016 recommendations of the Committee on the Rights of the Child to Pakistan. The process has helped identify gaps and recommend actions in view of accelerating the realization of child rights across the country.

To commemorate the CRC@30 and the World Children’s Day in Pakistan, UNICEF will have 20 iconic buildings lit up blue in Islamabad, Peshawar, Quetta, Ziarat, Karachi and Lahore on Wednesday night. During the day, UNICEF will broadcast messages on child rights from the President of Pakistan, H.E. Arif Alvi and many other celebrities.

UNICEF has also organized lessons on the CRC and consultations with children and adolescents in all the provincial capitals, resulting in a “Charter of Demand” which will be presented to the President of Pakistan during an event organized by the Ministry of Human Rights and UNICEF in Islamabad to be held in early December. An exhibition of artwork produced by children to highlight their rights will also be exhibited at the event. On UNICEF’s request, the Pakistan Post has issued a special commemorative postal stamp for CRC@30.

Government of Balochistan launches first ever Livestock Policy and Strategy

Quetta, November 19, 2019 (PPI-OT): Balochistan’s livestock sector is an important component of the province’s economy. Poultry, dairy, camels, sheep, goats and their by-products contribute around 50 per cent of the total provincial agricultural output.

To promote livestock in Balochistan, a three-day Balochistan Livestock Expo was organized by the Livestock and Dairy Development Department (GoB) in collaboration with the Food and Agriculture Organization (FAO) of the United Nations, the University of Balochistan (UoB) and Balochistan Board of Investment and Trade. The first ever Livestock Policy and Strategy was also launched which provides the roadmap to stimulate rapid growth in the livestock sector and deliver prosperity and wellbeing to the families and businesses involved in its targeted livestock value chains. The expo will continue until 20 November 2019.

The purpose of the Expo is to open new prospects for livestock entrepreneurs, investors, traders, processors, male and female livestock farmers and other value chain actors from across Balochistan as well as other provinces and various international investors to invest in the livestock sector in Balochistan and to contribute to economic growth of the province – along the framework of the livestock policy and strategy.

The event was inaugurated by the honourable Chief Guest, President of Pakistan, Mr. Arif Alvi, while senior government officials and key stakeholders including; Mr. Jam Kamal Khan, Chief Minister of Balochistan, Mr. Mitta Khan Kakar, Advisor to the CM on Livestock, Mr. Fazeel Asghar, Chief Secretary Balochistan, Mr. justice (Retd) Amanullah Khan Yaseenzai, Governor Balochistan, Ms. Minà Dowlatchahi, FAO Representative in Pakistan and Mr. Brek Batley, Deputy High Commissioner of Australia to Pakistan were also present.

Mr. Arif Alvi, President of Pakistan appreciated the efforts which brought together national and international stakeholders for the first ever expo in Balochistan. Expressing concern over malnutrition and stunting, the President of Pakistan highlighted the importance of livestock for milk and meat production. He further emphasized on the important role of organic and sustainable meat production towards generating profits and improving livelihoods for local communities.

While launching the Livestock policy and strategy, the President of Pakistan stressed on the need to set a time frame, estimating costs and bringing knowledge and expertise together to support implementation of the policy. In his remarks while opening the event, the Balochistan Chief Minister Mr. Jam Kamal Khan said that livestock is one of the major pillars of the economy of Balochistan and contributes more than 50 percent of Balochistan’s Agriculture Gross Domestic Product (GDP).

Further, he stated: “Balochistan Livestock expo will play an important role in the lives of communities in Balochistan. Facts and figures mentioned show that we need to understand the role of livestock towards economic development. Balochistan has various sectors to invest in but we are starting with livestock which is deeply associated with everyone in Balochistan.” The Chief Minister of Balochistan encouraged investors, traders, business communities and various stakeholders to come together to scale up the livestock sector.

Chief Secretary Balochistan Mr. Fazeel Asghar underscored the historic importance and role of the livestock sector in Balochistan. “Balochistan Livestock Expo is a very important initiative to advance the livestock sector of Balochistan and value addition in this sector will positively impact our society and contribute to poverty alleviation, employment generation and empowerment of marginal sections of the society, especially women,” stated Mr. Fazeel Asghar, Chief Secretary Balochistan.

“The livestock sector is not only a mainstay of our economy but is also a way of life for many of our people and is an essential part of our culture and tradition. If we use our land, water, climate and livestock resources well, we can create a prosperous livestock sector that can provide employment and good income for many of our people. I believe that this is possible and the Government of Balochistan is obliged to make this happen by allocating sufficient public development resources for livestock development,” asserted Advisor to CM on Livestock, Mr. Mitta Khan Kakar.

The FAO Representative Ms. Mina Dowlatchahi said: “The livestock policy and strategy is a milestone in the development of the livestock sector that can lead to 50 per cent increase of livestock household’s income in the next 10 years which would generate over 100 billion PKR to benefit men and women in Balochistan. The government has shown great commitment and FAO looks forward to continue its support to helping achieve the policy outcomes.”

Farmers from all over the province, experts, students, investors, traders and civil society, also attended the event. As many as 60 companies/organizations showcased their products and services during the exhibition.
