A neutral expert has determined that proceedings concerning the Indus Waters Treaty (IWT) will continue, ruling that India’s decision to halt its participation does not serve as a barrier to the process, according to a statement from the Ministry of Foreign Affairs.

According to Ministry of Foreign Affairs’ information today, the upcoming phase of these discussions, which were initially requested by India, is scheduled to occur in Vienna later this month. In a related development within the broader arbitration initiated by Pakistan, the country’s foreign ministry acknowledged a recent decision from the Court of Arbitration. This decision provides further clarification on the Court’s “Award on Issues of General Interpretation of the Indus Waters Treaty” that was published on August 8, 2025.

The ministry also noted a parallel Procedural Order affirming the Court’s intention to manage the proceedings in a phased manner. The order specified that the Court would consider the ongoing process taking place before the Neutral Expert under the treaty”s provisions.

While India has ceased its involvement, Pakistan affirmed its commitment to continue its full and good-faith participation in the Neutral Expert proceedings. The next stage of this process is slated for November 17-21 in Vienna.
