Sindh, ADB Launch Sweeping Digital Overhaul of Education Boards with E-Marking

The Sindh government, in collaboration with the Asian Development Bank (ADB), today decided to provide specialized IT training to the staff of all educational boards and equip them with modern technology. Under the Sindh Secondary Education Improvement Project (SSEIP), the government will introduce modern technology, e-marking, modernization of the examination system, and the digitalization of governance systems across all educational boards.

For this purpose, IT experts, with ADB’s support, will provide specialized training to board staff, while scanners, cutting machines, servers, and other modern equipment will also be supplied. The decision was made during an important meeting chaired by Sindh Minister for Universities and Boards Muhammad Ismail Rahu at the office of the Secretary of Universities.

The meeting was attended by Secretary of Universities Muhammad Abbas Baloch, chairpersons of the intermediate, secondary, and technical education boards across the province, as well as members of ADB’s fact-finding mission-Mr. Khurram, Ms. Marla, Ms. Samina, and Dr. Usman. Project Director Rizwan Soomro, Deputy Project Director Dr.

Luqman Nohri, and examination reforms expert Atta Hussain Lakho were also present. The participants discussed in detail the modernization of the examination system, the implementation of e-marking, the digitalization of examination and governance systems, and the capacity-building of educational boards under SSEIP. Addressing the meeting, Minister Muhammad Ismail Rahu said that e-marking was being introduced in Sindh’s educational boards in place of traditional examination methods to make the process more transparent, efficient, and in line with international standards.

He added that proposals for the project would be presented to the Sindh Cabinet for approval, after which implementation would begin promptly.

Rahu further said that, with ADB’s cooperation, IT experts would provide specialized training to board staff, while scanners, cutting machines, servers, and other modern equipment would be supplied to all educational boards under the project. According to the spokesperson, Chairman of the Karachi Intermediate Board Faqir Muhammad Lakho has been appointed as the focal person for the examination modernization project.

The minister emphasized that the reform initiatives, launched with ADB’s support, would play a vital role in modernizing Sindh’s examination system, strengthening the institutional capacity of educational boards, and enhancing merit, transparency, and overall performance through the digitalization of examination and governance systems. He noted that the Sindh government was already working on the digitalization of educational boards and that, under SSEIP, the system would be made even more modern, efficient, and aligned with international standards.
