MS post becomes a musical chair in Larkana

LARKANA:The post of Medical Superintendent (MS), Chandka Medical College Hospital (CMCH) Larkana, has become a musical chair for Sindh government who posted two junior doctors separately within 24 hours in daring violation of Sindh High Court orders besides ignoring merit.

At the very outset, Services, General Administration and Coordination Department (SGAandCD), allowed Dr Ahmed Ali Brohi to look after the charge on 16th May. Next day on 17th May, Sindh Health Department issued an order whereby Dr Abdul Sattar Shaikh was given drawing and disbursing powers and on the same day evening, another notification was issued by SGAandCD under which notification of Dr Brohi was withdrawn as having been cancelled and Dr. Sattar Shaikh was directed to hold the charge till further orders.

Both doctors are working in CMCH. Dr. Brohi as Additional Medical Superintendent (AMS) (BPS-19) and Dr. Shaikh as Deputy Medical Superintendent (DMS) (BPS-19) and Dr. Shaikh is even junior to Dr. Brohi.

According to the seniority list issued by the Health Department for BPS-19 doctors of Health Department, another doctor Irshad Ali Morio is most senior and his name is at serial number 10 for promotion to BPS-20 and the post of MS is of BPS-20.

The SGAandCD even ignored the direction of Chief Secretary Naheed S Durrani who wrote on the summary that “the senior most doctor be given the charge”. It is latest worst example of killing good governance in Sindh which shows that rulers have learnt nothing from past mistakes and are not willing even now to establish rule of law.

When this Scribe talked to Dr. Morio he said that his promotion to BPS-20 has already been made with last 65 general cadre doctors but only notification is to be issued.

CMCH has 1500 bed capacity, with 40 different departments including medicine, surgery, ENT, Urology and other. It has four Out-Patient Departments (OPDs) and is considered to be the largest tertiary care hospital of rural Sindh where more than 5000 patients arrive for medical examination, various major, minor surgeries and treatment, from more than 12 districts of the province and parts of Balochistan.
