Kashmiri shawl seller found dead in Haryana 

Haryana, September 11, 2021 (PPI-OT):A 40-year-old Kashmiri shawl seller belonging to Handwara area of Kupwara district was found dead in Haryana on Saturday. The shawl seller, identified as Mohammad Shafi Shah, son of Mohammad Satar Shah, a resident of Lillam in Ramhall Handwara, as per the family, was found dead at his rented accommodation at Shalferi Golah district Keithal near Dhaba.

“He was working as a shawl seller there for last seven years,” a family member said. Some family members and relatives have left for Punjab to retrieve the body back home, the family members said. A senior police officer told media that as per initial enquiry at Haryana, “prima facie, it appears to be a natural death. “Moreover family members have gone there. Rest of the story will come out in a couple of days,” the officer added.

Two illegally detained Hurriyet leaders released 

Srinagar, September 11, 2021 (PPI-OT):In Indian illegally occupied Jammu and Kashmir, the Indian authorities released two Hurriyet leader, Farooq Ahmad Tawheedi and Amir Hamza, today. The authorities released Jammu and Kashmir Muslim League (JKML) leader, Farooq Ahmad Tawheei and Tehreek-e-Hurriyat General Secretary, Ameer Hamza from their illegal detention.

A JKML delegation led by Acting Chairman, Abdul Ahad Parra visited Bandipora, today, and congratulated Ameer Hamza on his release from illegal detention. Ameer Hamza on the occasion expressed satisfaction over the appointment of Masarat Aalam Butt as the Chairman of All Parties Hurriyat Conference.

The JKML Acting Chairman, Abdul Ahad Parra and its representative in Azad Jammu and Kashmir, Sheikh Abdul Mateen welcomed Farooq Ahmed Tawhidi and urged Indian government to release all illegally detained Hurriyet leaders, activists and youth languishing in different jails of IIOJK and in India.

Meanwhile, another party delegation comprising Feroz Ahmed Khan and Shabbir Ahmed Najjar visited the residence of illegally detained Hurriyat leader, Raja Merajuddin Kalwal in Srinagar and expressed sympathy and solidarity with the bereaved family over the death of his mother.

Modi’s govt using brutal tactics to suppress Kashmiris’ struggle 

Srinagar, September 11, 2021 (PPI-OT):In Indian illegally occupied Jammu and Kashmir, APHC leader and the Chairman of Democratic Political Movement (DPM), Khawaja Firdous has said that Narendra Modi-led fascist Indian government is using all brutal tactics to suppress the Kashmiris’ freedom movement but will never succeed in its nefarious designs.

Khawaja Firdous in a statement issued in Srinagar said that arrest of innocent youth, harassment of residents including women and destruction of property by Indian forces’ personnel during house raids and cordon and search operations had become a routine matter in the occupied territory.

He deplored that India had also deprived the Kashmiris of their religious rights and they were not being allowed to offer Friday prayers. He said that the Modi government had also strangled journalism in the occupied territory and journalists were being harassed on a large scale for telling the truth.

Khawaja Firdous condemned the raids at the residences of journalists, Hilal Mir, Shah Abbas, Azhar Qadir and Showkat Motta and appealed to the world community and international human rights organizations to take notice of the grave human rights violations by Indian forces in the occupied territory. He said Kashmir is a political dispute which can be settled according to the United Nations resolutions and aspirations of the Kashmiri people only by political means.

UN demands probe into Sehrai’s arrest, custodial death in IIOJK 

United Nations, September 11, 2021 (PPI-OT):Four United Nations’ special rapporteurs have expressed grave concern at the arrest of senior Hurriyat leader Mohammad Ashraf Sehrai, followed by torture and his death in custody and urged the Indian government to investigate the case.

Muhammad Ashraf Sehrai was arrested by Indian police from his residence in Srinagar on 12 July 2020 and shifted to Udhampur Jail in Jammu after being booked under draconian law Public Safety Act. His condition deteriorated in jail, but was not given timely access to doctor and was only shifted to Government Medical College, Jammu, on 04 May this year where he died the next day. The UN special rapporteurs in their letter to the Indian government demanded an impartial inquiry into the custodial killing of the senior Hurriyat leader.

The letter was signed by Morris Tidball-Binz, Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions; Tae-Ung Baik, Chair-rapporteur of the Working Group on Enforced or Involuntary Disappearances; Tlaleng Mofokeng, Special Rapporteur on the Right of Everyone to Enjoyment of the Highest Attainable Standard of Physical and Mental Health; and Nils Melzer, Special Rapporteur on Torture and other cruel, Inhuman or Degrading Treatment or Punishment signed the communication.

The letter was dispatched in July 2021 but publicised on Friday after failure of the Indian government to respond to it within the stipulated time frame. The rapporteurs have urged the Indian government and its authorities in IIOJK to undertake a prompt, thorough, independent and impartial investigation into the death in custody of Muhammad Ashraf Sehrai so as to determine and document the reason for his arrest, its factual and legal basis, his treatment in detention, including any indication that he may have been tortured or otherwise mistreated, and the cause of his death.

“We are also concerned by the reported lack of access to adequate medical care while he was in prison, given his fragility and known physical conditions,” reads the communication sent by the rapporteurs to the Modi government.

They have sought clarifications from the Modi regime on various cases provided to them by the Human Rights Council regarding Ashraf Sehrai’s death. They have asked the Indian government to provide detailed information concerning the legal grounds for the arrest and detention of Sehrai “and for his alleged subjection to solitary confinement and secret (incommunicado) detention”.

The letter has also sought the detailed information on the reasons why Ashraf Sehrai was “needed to be admitted into Government Medical College and why he died there, while in detention”. The special rapporteurs have asked for any document related to “medical diagnosis, death certificate as well as post-mortem report undertaken after the death to determine its cause(s); and whether such documents were shared with the family”.

They have sought the current status of Ashraf Sehrai’s two sons, Mujahid Ashraf Khan and Rashed Ashraf Khan, as well as detailed information on the factual and legal grounds for their arrest, their continued detention, and the measures taken to ensure that they are treated humanely while detained, have access to their family and their lawyers, and are ensured due process of law in the respect of the international human rights norms for fair trial that are binding on India by virtue of the treaties it has ratified.

As per the letter, Muhammad Ashraf Sehrai was arrested on 12 July 2020 by several armed forces “in plain clothes, without an arrest warrant”. He was booked under draconian law, Public Safety Act (PSA), and was taken to Saddar Police Station. “His family was later informed that he was at Udhampur District Jail, in Jammu,” the letter reads.

The family had later, in October 2020, travelled to the Udhampur District Jail to inquire about his whereabouts. “However, they did not get any information about his whereabouts, were threatened by security officers at the jail and by an Indian Army officer, and told to not return,” reads the letter by the rapporteurs.

“Despite filing a Habeas Corpus case in the Jammu Kashmir High Court, which should decide on the case within 15 days, Mr. Sehrai was not released. Likewise, his family filed three requests before the said Court for ensuring his vital medical treatment,” it reads.

The family had also sought for his transfer from the Udhampur jail to Central Jail Srinagar, considering his ailing condition, as per the rapporteur, but nothing happened. The letter says that after the funeral of Sehrai, his sons, Mujahid Ashraf Khan and Rashed Ashraf Khan were arrested from his home and continue to be in detention. They are booked under Unlawful Activities (Prevention) Act (UAPA) and are being shifted to different prisons.

The cause of Sehrai’s death was said to be bilateral pneumonia and low levels of oxygen saturation and thus attributed to COVID-19, reads the letter by rapporteur. “However, he reportedly died due to the lack of access to his medicine and adequate medical care while in prison,” it reads. “Sleep deprivation and being placed in solitary confinement might have also had a negative impact on his health.”

The letter by rapporteur reads: “Reportedly, Indian authorities have so far not opened an investigation into the allegations of torture suffered by Mr. Sehrai and the causes of his death in custody.”

“If confirmed, these allegations would amount to multiple violation of the right of every individual to life and security, the absolute and non-derogable prohibition of torture and other cruel, inhuman or degrading treatment or punishment, of the right not to be arbitrarily deprived of one’s life or liberty, as well as the right to health, as set forth in articles 6, 7 and 9 of the International Covenant on Civil and Political Rights (ICCPR), which India acceded to on 10 April 1979,” it further reads.

The UN had urged the Indian government to send a response within 60 days on 21 July 2021 and while awaiting a reply, it also urged that “all necessary measures, provided by law and the human rights obligations of India, be taken to review the cause of the arrest, detention and death of Mr. Sehrai; to ensure that the human rights of his two detained sons are respected; and in the event that the investigations support or suggest that they are correct, to ensure the accountability of any person(s) responsible for the alleged violations”.

Food scheme targets Bastar region; malnutrition down from 37pc to 25pc in Dantewada 

Chhattisgarh, September 11, 2021 (PPI-OT):Malnutrition is a pressing issue in Bastar region of Chhattisgarh, where at least 30 per cent of the population is undernourished. The tribal region has faced continued government apathy, with more focus on infrastructure development rather than social indicators like malnutrition.

Through an integrated nutrition programme in Dantewada district, however, malnutrition has come down to 25 per cent from 37 per cent. The current regime has made an effort to counter malnutrition. Under the Chhattisgarh government’s flagship programme to battle malnutrition, Dantewada district of South Bastar region has received a major chunk of district mineral fund (DMF) due to mining projects in the area. The Bhupesh Baghel-led government launched Mukhyamantri Suposhan Abhiyan, in which a massive share of DMF funds was allocated to provide nutritious food to villagers at panchayat level.

Severely affected by Left wing extremism, Dantewada has 300 feeding centres covering the entire district. The centres complement ongoing ICDS (Integrated Child Development Services) programme through anganwadis. At a recent experiment involving of community women at the panchayat level, it became a local community campaign to fight malnutrition in Bastar. Under the scheme, children aged under five, girls and young mothers get one cooked meal per day at the gram panchayat headquarters.

At 11.30 am, women, mostly in groups of four to five, with their young babies start arriving at the Kawalnar gram panchayat office (Dantewada block). The beneficiaries sit in rows, while a group of 10 women set up plates of food. Soon, the plates are distributed and they all eat a meal that the state government is hopeful will change food habits and bring down malnutrition and anaemia rates in Chhattisgarh.

Since the Congress government came to power in December 2018, the state cabinet and chief minister Bhupesh Baghel, in particular, have repeatedly said one of their government’s targets is to bring down 37 per cent malnutrition rate in the state. One of the initiatives towards this goal is the Mukhyamantri Suposhan Abhiyan, which began as a pilot project in Dantewada district, but has since been announced in every district of the state on October 2.

A woman, identified as Shanti, said they were unemployed, but when they got to know about the scheme, they formed Ma Danteswari self-help group that has 12 members. They provide hot food to beneficiaries under the nutrition scheme that has lentils, rice, roti and egg, sprouted grains, green vegetables.

Landslide disrupts traffic on Srinagar-Jammu Highway 

Jammu, September 11, 2021 (PPI-OT):In Indian illegally occupied Jammu and Kashmir, a landslide near Cafeteria Morh in Ramban district disrupted vehicular traffic on the Srinagar-Jammu Highway. According to Kashmir Media Service, an official of the contractor company of Highways Authority of India told media that vehicular traffic was disrupted due to the landslide caused by rainfall.

Meanwhile, Traffic Police headquarters issued a travel advisory for Saturday. The advisory said that subject to fair weather and good road condition, light motor vehicles will be allowed to ply on both sides towards Jammu and Srinagar while heavy vehicles are allowed to ply towards Srinagar on the highway on Saturday.

KP CM expresses sorrow and grief over murder of Ex-DC South Waziristan

PESHAWAR: Khyber Pakhtunkhwa Chief Minister Mahmood Khan has expressed sorrow over the death of former Deputy Commissioner South Waziristan Numan Afzal Afridi in a firing incident near Rawalpindi a day ago and offered condolences to his family.

In a statement issued here, the Chief Minister conveyed his heartfelt condolences to the family and prayed for the forgiveness of the deceased and patience for the bereaved family. He also expressed his best wishes for the speedy recovery of Sajjad Afzal Afridi, brother of the late Noman Afzal Afridi who was injured in the incident.
