Prevention of lawful, decent burial of dead an offence under common law: Speakers

Islamabad, September 16, 2021 (PPI-OT):Speakers at a webinar organized by Kashmir Institute of International Relations (KIIR) in collaboration with World Muslim Congress (WMC) while condemning the forcible burial of the iconic Kashmiri Hurriyat leader Syed Ali Gilani at the hands of Indian occupation authorities have stated that prevention of lawful and decent burial of a dead body was an offence under the common law.

The webinar titled “The last human rights include the right to last rites”, which was held on the sidelines of the 48th session of the Un Human Rights Council was participated and addressed by renowned international law experts, academicians, intellectuals, rights activists hailing from different parts of the world including Professor Farhan Mujahid Chak, Ambassador Dr Shahid Amin, Duke Salman Khan, Prof Dr Dilnawaz A Gardezi, Ambassador Hissam, Ozer Khalid, Rida Nadim Mourad, Barrister Nida Salam, Prof Dr Shagufta Ashraf and others whereas the event was moderated by WMC representative and Chairman Kashmir Institute of International Relations Altaf Hussain Wani.

While referring to the international covenants, the speakers said respect the body of the dead and allowing bereaved family to have a decent burial for the dead were the core fundamental obligations of a state but the Modi-led apartheid regime, which has turned India into a fascist state, has brazenly violated these obligations.

About the snatching of dead body of Syed Ali Gilani and his forced burial in the darkness of night by the occupation authorities they said, “The basic requirement that the dead be treated with respect and dignity existed as a fundamental human value long before there were any attempts to identify and systematize international law”. These core principles, they said, have been found in the customs, traditions and literature of all peoples.

Terming dignified last rites as a fundamental right, they regrettably noted that the BJP government has brazenly violated the international norms of justice in Kashmir by preventing people of their lawful right of honourable burial of their beloved ones who were being killed by the Indian Army during the cordon and search operations or fake encounters.

On forced disappearances, the speakers mentioned that a large number of Kashmiris mostly the youth have been killed or subjected to enforced disappearance. “Most of the missing have been buried in unknown mass graves in far off terrains scattered across the valley; their families have been unable to know the whereabouts of their loved ones; families do not even know if a missing relative – a parent, spouse, brother, sister or child – is alive or dead,” they said.

About the fast-deteriorating political human rights situation in Indian illegally occupied Jammu and Kashmir, they said since 5th August 2019 lawlessness, chaos and uncertainty has become a new normal in the territory where people were forced to live in a state of constant fear of being killed, harassed or humiliated by the Indian occupational forces.

“The youth are being killed with impunity by the Indian Army during cordon and search operations and stage-managed encounters and later buried in far off places,” they said adding that the situation has worsened so much that the Kashmiris have been deprived of their right to mourn their dead ones killed in fake encounters.

They said, the bodies of youth killed in fake encounters were being dismembered and mutilated and a decent burial for the dead is denied. They pointed out that even in wars mutilation of dead bodies was strongly prohibited and the states were duty-bound to prevent the dead from being despoiled and facilitate the return of the remains of the deceased upon request of the party to which they belong or upon the request of their next of kin. The Indian government, they said, has violated all rules and regulations in Kashmir, which amply demonstrate the fascist regime’s highhandedness, hatred and prejudice towards the Kashmiris, they deplored.

“Snatching dead bodies, depriving people of their right to have a dignified last rite of their dead and preventing relatives to have one last glimpse of their beloved ones and holding bereaved under duress and filing cases against them under the seditious laws has become a new normal in the Kashmir valley where the Indian apartheid regime led by Narendra Modi has virtually taken control of the graveyards,” the speakers said.

Urging the international community to take cognizance of the matter, they said that it was high time that the civilized world should hold the Indian government accountable for its crimes against the Kashmiris. Hailing the four UN special rapporteurs’ official communication to the government of India on the extrajudicial killing of Tehreek-e-Hurriyat chairman Muhammad Ashraf Sehrai, the speakers expressed their dismay over the Indian non-compliance with human rights obligations and its utter disregard to the people’s fundamental rights.

Shehryar Afridi in US to sensitize think tanks, rights activists on Kashmiris’ plight

New York, September 16, 2021 (PPI-OT):Chairman of the Pakistan’s Parliamentary Committee on Kashmir Shehryar Khan Afridi Thursday arrived in New York. A delegation of overseas Pakistanis and Pakistani embassy greeted him at the airport. During his stay in America the Chairman will address the Overseas Pakistani’s annual convention. Shehryar Afridi will also meet with the members of the US Congress, think tanks, and human rights non-governmental organizations on the side-lines of UNGA and would sensitise them over Kashmir dispute.

Afridi will also highlight the war crimes and atrocities being committed by Hindutva regime of India in Jammu and Kashmir. He would also raise the Indian vicious plan of demographic changes and targeting of Kashmiri journalists in Indian Illegally occupied Kashmir by the Hindutva.

Meeting of Senate Standing Committee on Science and Technology held 

Islamabad, September 16, 2021 (PPI-OT):The Senate Standing Committee on Science and Technology was briefed in detail by on functions and working of COMSATS University, its campuses and staff and the under construction Quetta Campus. The Committee was also updated on the Pakistan Engineering Council (PEC). Chaired by Senator Sardar Muhammad Shafiq Tareen, the meeting was attended by Senator Engr. Rukhsana Zuberi, Senator Sana Jamali, Senator Liquate Khan Tarakai, and senior officers of the Ministry along with all concerned.

Deliberating over the functions of the University the Committee was informed of the seven campuses across Pakistan. Members were of the view that the University must establish campuses in rural settings so that students in those areas may benefit as well. The Committee recommended that provincial quota may be implemented in COMSATS and that students from Balochistan may be given special quota in admissions.

It also showed concern regarding the lowering of the University’s world ranking. Regarding Staff promotions the Committee expressed its reservations regarding delay by the Selection Board. Reasons are to be submitted to the Committee. Discussing the various projects that the University has been involved with the Committee stressed the need for COMSATS University to focus on sustainable energy projects.

Reviewing business development initiatives the Committee was informed that 129 Companies have been enrolled at the Student Start up Business Centre to-date. Regarding research projects, it was known that funding is carried out through different funding agencies. For the FY 2020-21 a total of 11 projects worth PKR 91.75 million have be approved. The University won the 3G Research Excellence Award 2018 and 2019.

Discussing recruitment and placements the Committee directed that COMSATS University share its recruitment policy with the Committee. It also stressed the need for ensuring that Balochistan is included in the divisible pool. The Committee was informed that 1450 scholarships were awarded to students this year. PKR 31,829,000 have been disbursed. Scholarships have also been awarded to students by HEC under the EHSAAS Program.

Discussing the establishment of the COMSATS University Campus in Quetta, the Committee was informed that an enrolment of almost 3500 students was expected. The University aims to provide higher education facilities to students from Quetta, Pishin, Ziarat, Mastung and Chagi.

A feasibility study was conducted and was shared with HEC in June, 2016; followed by submission of PC-I amounting PKR 4,471,923 million. The proposed duration of completion is 48 months. The project has been approved by the Board of Governors of COMSATS Institute in January, 2016. The project awaits approval of competent quarters.

It was recommended that until the campus is up and running, students must be accommodated in campuses in other cities. The Committee directed the Ministry to Coordinate with HEC regarding the establishment of the Quetta Campus and report back in two weeks. Reviewing the performance of the Pakistan Engineering Council (PEC), the Committee was informed that PEC is an apex body to regulate the Engineering profession including Engineering education and practice in Pakistan.

The Committee showed concern regarding the absence of Chairman PEC. It stressed the need for formulating a rotation policy amongst provinces for the election of the Chairman. Amendments would be recommended by the Committee in this regard.

The Committee was of the view that PEC must broaden its ambit and include and facilitate professionals that are at the lower rung of the ladder. It stressed the need for a level playing ground. Discussing registration of engineers the Committee showed concern over decreasing number of registrations. It also directed that domiciles of employees from Balochistan be presented to the Committee.

Family Planning stakeholders must put extra efforts: Health Minister Punjab 

Lahore, September 16, 2021 (PPI-OT):Punjab Health Minister Dr. Yasmin Rashid said here on Wednesday that all stakeholders will have to put extra efforts to achieve the targets of population control in the country. In a meeting with a delegation of the World Bank, the Health Minister said that Health Department was key stakeholder in the family planning initiative.

Country Director World Bank Mr. Najy Benhassine, Operations Manager, Program Leader Ubaid al Razzaq, and Senior Operations Manager Amna Raja were part of the team. The Health Minister discussed with the visiting delegation family planning, Universal Health Coverage and situation of the Corona Pandemic.

The Minister shared details of measures taken to improve primary and secondary healthcare services. The visiting delegation appreciated the efforts of the Health Minister and assured all out support. The Health Minister said, “Health Department has pivotal role in family planning and all stakeholders will have to go extra mile to achieve the targets.

The government has taken some key steps to improve mother and child health indicators in the province. Pakistan loses thousands of women and children during birth related complications. The government is developing seven state-of-the-art mother and child hospitals in the province. We are battling the Corona Pandemic with all full commitment.

Corona SOPs are being enforced in letter and spirit. So far more than 39 million have been vaccinated in the province. By 31st December, Universal Health Coverage services shall begin for entire population of the province. The health cards are being distributed to entire population. Patients can get health insurance coverage of Rs. 720,000.

Rs. 100 billion have been reserved in the budget for the initiative on directions from Prime Minister Imran Khan.” Country Director World Bank Mr. Najy Benhassine said he greatly admired the services rendered by Dr. Yasmin Rashid and assured all out support for the Govt of the Punjab.

Lufthansa keen on resuming Flight Operations in Pakistan after 13 Years

Islamabad, September 16, 2021 (PPI-OT):During a meeting between Secretary Board of Investment (BOI), Ms. Fareena Mazhar and high level business delegation from Germany, the business delegate representing Lufthansa shared that Lufthansa was really keen on resuming flight operations in Pakistan after 13 years.

He shared that Lufthansa earlier halted operations due to commercial reasons but is interested to start flights for passengers as well as cargo. The Secretary, in response to this, offered to arrange a meeting with the Minister for Aviation to ensure that the plan materializes. The prospect of this development was earlier discussed in a meeting between the Secretary and German Ambassador H.E. Mr. Bernhard Stephan Schlagheck held on September 08.

The German company Weidmüller also announced to start a production plant in Pakistan in near future during the meeting. The company is an expert in the transmission of power, signals and data in industrial environments. The delegation comprised of 16 members, headed by Mr. Oliver Oehms, CEO AHK Dubai. It included several German business giants like Lufthansa, AHK, SIG MEA, Weidmüller Middle, and EMLTC Emerging Solutions among others.

All these companies have prominent presence in most parts of the world and are visiting Pakistan to analyse the business climate and explore lucrative investment opportunities in Pakistan. They expressed interest in dairy industry, communication, automobile and service sector as potential sectors in regards to investment in Pakistan.

The visit has come about as an encouraging prospect for Pakistan in terms of attracting new investment in several sectors and has been termed as a positive sign for the country’s economy by Secretary BOI. During the meeting, Secretary BOI briefed the delegation on Pakistan’s investment policy, which has been formulated to create an investor friendly environment to attract foreign direct investment and provide equal treatment to foreign and local investors.

She mentioned Food Processing, Automotive, IT, Energy, Textiles, Logistics and Housing and Construction sectors as some of the potential sectors for investment in Pakistan. She further added that BOI is leading the “Pakistan Regulatory Modernization Initiative” (PRMI), launched by the Honourable Prime Minister of Pakistan in order to make the regulatory environment friendly and that it shall transform the regulatory landscape across all tiers of government; federal, provincial and local.

Ms. Fareena highlighted the tax incentives available to investors in the Special Economic Zones (SEZs) and mentioned the 22 SEZs approved by BOI across Pakistan including Allama Iqbal Industrial city, Rashakai SEZ, Khairpur SEZ, M3 Industrial City Faisalabad, National Science and technology Park, Hattar SEZ etc.

Discussing the Ease of Doing Business (EODB) reforms during the interaction, the Secretary underlined Pakistan’s improvement of 39 positions in EODB index and shared that she was confident that the rating would further improve in World Bank’s DB Report of 2021. Expressing her satisfaction on the total trade volume worth 2659 Million USD, she said that she was optimistic about further improvement in business volume between the two countries in foreseeable future.

Meeting of Senate Standing Committee on Information and Broadcasting held 

 

Islamabad, September 16, 2021 (PPI-OT):A meeting of the Senate Standing Committee on Information and Broadcasting on the newly proposed idea of the PMDA was held under the Chairmanship of Senator Faisal Javed at the Parliament House on Wednesday. The Minister for Information and Broadcasting, Fawad Chaudhry and State Minister Farrukh Habib briefed the committee on the concept paper for PMDA.

The Chairman Committee Faisal Javed Highlighted that the Prime Minister Imran Khan would never put curbs of any kind on the freedom of speech and press. “Prime Minister Imran Khan completely believes in freedom of expression. He will never put curbs of any kind on the freedom of speech and press”.

Faisal Javed reiterated. He added that the PTI’s manifesto says:” We are committed to maintaining a vigorous free media, which will evolve its own rules to ensure responsible journalism.

The Chairman Committee Faisal Javed welcomed all the stake holders (PBA, CPNE, PFUJ, PRA, and AEMEND), representatives of Journalist Bodies and other National Media Groups to express their reservations and point of view for the proposed Pakistan Media Development Authority “We want all journalist organizations, media workers’ opinions and suggestions to be brought to the fore. Everyone must work together for the promotion of freedom of press and development of media” stressed Senator Faisal Javed.

The Chairman Committee Faisal Javed said that the good things of PMDA should be appreciated and flexibility should be shown for improvement. The Chairman Committee re-iterated that as long as the Proposed PMDA guarantees the rights of the freedom of Journalism and Interest of the Nation at large, we should acknowledge it.

The Chairman Committee said that the PMDA bill has not been put before our committee so far. “Standing Committee is a legislative forum – it can comment on the legislation – so far only the concept paper has been shown”, Faisal Javed commented. He said that we shall be in a better position to decide once we receive the draft on the bill. “We have informed the information ministry of our response and recommendations” stated Faisal Javed.

The Minister for Information and Broadcasting, while briefing the committee on the Proposed Pakistan Media Development Authority (PMDA) said that first time in the history of Pakistan all the stake holders along with the legislative bodies are extensively being consulted prior to the official passing of the Bill.

He said that it has become a convention by the opposition to oppose every bill proposed by the government, however this is an important bill and we should work above party lines to understand the spirit and objective behind the bill.

Fawad Chaudhry lamented the fact that a fake ordinance was issued to misinterpret and create chaos in the country against the freedom of Journalism which the Government believes is their utmost right. He said that primarily this idea is based to address four central points, including the convergence of Broadcast, Digital , Telecom and Print Media, Protecting the Rights of the media workers, protection from abusive harmful content and fake news and a robust complaint redressal mechanism, rationalization of imposing fine on violations and reducing regulatory cost.

It was also briefed that Media Tribunal will consist of ten members (10) including a chairman. The chairman of the Tribunal shall be a person who has been, or is qualified to be a judge of the High court or Supreme Court.

The Chairman Committee believes that many technical questions have been raised on PMDA. He questioned whether or not many of the good goals/objectives that are included in the PMDA possible without this integration? The Chairman Committee said that Fake News is a big challenge today. The information systems have become more polarized and contentious. We need to tackle Fake News via strengthening libel laws, encouraging independent professional journalism. He said Technology can also be used to identify fake news via algorithms and crowdsourcing.

According to the proposal on Pakistan Media Development Authority (PMDA) converging Pakistan Electronic Media Regulatory Authority (PEMRA), Press Council of Pakistan (PCP, Central Board of Films Censors (CBFC), Press Registrar Office, Audit Bureau of Circulation( ABC), Implementation Tribunal for Newspaper Employees (ITNE) to regulate electronic, print, digital media and films under single regulatory Authority-Pakistan Media Development Authority (PMDA)

Pakistan Electronic Media Ordinance 2002 as amended by PEMRA amendment Act 2007, The Motion Pictures Ordinance 1979, The Press Council of Pakistan Ordinance, 2002, Newspaper Employees (Conditions of Service ) Act 1973 to be repealed. Pakistan Media Development Authority (PMDA) to grant and renew license or registration certificate or declaration or NOC for electronic, print, films and digital media services.

The author shall be composed of chairman and 12 (twelve) member out of which 6 (six) members will be from private sector. The commission will be composed of four members from the government, four members from stakeholders. Media Complaint commission shall consist of a chairperson and five members. The Media Tribunal shall consist of ten members including a chairman.

The chairman Committee gave chance to all the stake holders to come in the front and express their views and give their input. The stakeholders while expressing their reservations on the PMDA unanimously believed that instead of Introducing news law for the Media and Journalism, the existing laws should be strengthened.

The Chairman Committee said that the existing bodies like PCP need to be strengthened. Also there is no forum for Electronic Media hence PCP may be converted into Media Council of Pakistan to deal with issues related to media in general. Earlier in the meeting, briefing on the Directorate of Electronic Media and Publications (DEMP) was also received by the committee members. The committee was apprised by the total sanctioned strength of the organization which is 369 and total working strength which is up to 300.

The committee was also apprised on the Budget of the DEMP for the Year 2021-2022 which is 300.078 Million out of which the employee Related Expenses are 207.022 Million and Operation Expenses are 93.056. The committee was briefed in detail on the overall working of the DEMP and on Publications and Documentaries. The chairman committee concluded the meeting to sit again after the receiving of the legislative draft on the Proposed Bill of the PDMA.

The meeting was attended by Senator Aon Abbas Buppi, Mustafa Nawaz Khokar, Anwar Lal Dean, Muhammad Tahir Bizinjo, Irfan ul Haque Siddiqui, in addition, the Minister for Information and Broadcasting Fawad Chaudhry and all the stake holders (PBA, CPNE, PFUJ, PRA, and AEMEND) attended committee meeting. Representatives of journalist bodies and other National Media Groups were also in attendance.

Chairman Senate Muhammad Sadiq Sanjrani in his message on the occasion of World Democracy Day said that democratic system is the only way to ensure freedom of expression, accountability and provision of human rights

Islamabad, September 16, 2021 (PPI-OT):Chairman Senate Muhammad Sadiq Sanjrani in his message on the occasion of World Democracy Day said that democratic system is the only way to ensure freedom of expression, accountability and provision of human rights. Under a democratic system, all political parties are increasingly involved in development prosperity and public service, which is a prelude to lasting peace and development for any country.

Sanjrani underscored that Democracy is the axis of the rule of law and basic human rights. The Chairman Senate said that a resolution of the UN General Assembly in 2007 had decided to celebrate World Democracy Day on September 15. September 15th has been celebrated all over the world as World Democracy Day since 2008 and the purpose of celebrating this day is to renew our commitment for the promotion and survival of democracy.

Referring to the role of Parliament, Muhammad Sadiq Sanjrani said that today the Pakistani Parliament has become much wider and clearer due to public outreach; gender sensitive and multi-pronged approach to inclusion of women and youth especially by the Upper House has set new examples in the way of Democracy.

As a symbol of the continuity of democracy, the Senate created constructive thinking. It became the voice of all units of the country for legislation and equal public representation. The Senate has set a milestone of promoting harmony among the provinces and giving equal representation to all the units of the country, which has strengthened both the federation and democracy.

Muhammad Sadiq Sanjrani said that September 15th is a very important occasion in which we can review the development of the country and move forward with a plan of action for a bright future of the country. It is also an important day for raising public awareness about democracy and creating well-being, aspirations and a better lifestyle for the people.
