Pasban Democratic Party Karachi President Abdul Hakeem Qadir has called for largescale changes in Karachi’s law enforcement structure, advocating for a separate, commissionerled system, independent of provincial control. Qadir argued that an elected police commissioner for the metropolis is essential, along with the dismantling of the existing Sindh police force and the implementation of meritbased recruitment as crucial for eliminating corruption. He stated that achieving peace and justice is impossible without addressing organized corruption, political interference, and incompetence within the Sindh police.
According to Qadir, the current law enforcement framework has lost public trust and requires complete reform. He criticized the size of the current force, deeming it ineffective despite its scale, and accused it of being complicit in protecting criminal enterprises. He further alleged that the police and traffic police in Sindh, particularly Karachi, exploit citizens instead of serving them, and claimed that corruption is now rampant and openly practiced. Qadir stressed that public relief hinges on effective police reforms and their strict implementation.
Qadir argued that Karachi’s challenges cannot be resolved under the current provincial administration and demanded that the city be given chartered status or provincial autonomy. He described the megacity as being held hostage by feudal lords, criminals, and a corrupt police force, claiming that the Sindh government lacks the capacity to address the city’s problems. Qadir cited global examples of megacities with independent police forces, often overseen by elected police commissioners, and emphasized the need for a professional, corruptionfree, and politically independent force in Karachi.
He urged constitutional and legal amendments to establish a transparent and empowered city police system, stating that the current provincial system has failed and has fostered despair, oppression, and corruption. Qadir advocated for decentralizing authority to empower large cities and ensure citizen safety, with an effective oversight mechanism for accountability. He concluded by saying that downsizing the force, complete reforms, and strict action against corrupt officers are essential to prevent the erosion of public trust and the waste of Sindh’s resources.
