The Higher Education Commission (HEC) has launched a comprehensive digital platform to modernise and standardise the core operations of 25 public sector universities, a move aimed at replacing fragmented manual processes with a transparent, technology-driven ecosystem for service delivery.
According to a statement today, the integrated automation suite, named MAKTAB, combines Enterprise Resource Planning (ERP), a Student Lifecycle Management System (SLcM), and a Learning Management System (LMS) to reform the academic, administrative, and financial functions of Higher Education Institutions (HEIs). This flagship digital transformation programme is funded by the World Bank’s Higher Education Development in Pakistan (HEDP) project.
This initiative forms the foundation of Pakistan’s Higher Education Management Information System (HEMIS), a national platform designed to improve governance, bolster accountability, and support evidence-based policymaking across the sector.
The formal launch ceremony was attended by key government and academic figures, including Federal Minister for Planning, Ahsan Iqbal Chaudhary, who joined virtually. Others present included Minister of State for Federal Education, Wajiha Qamar; HEC Chairman, Nadeem Mahbub; HEC Executive Director, Dr. Zia Ul Haq; and Vice Chancellors from participating universities.
In his address, Mr. Chaudhary congratulated the HEC and its partner universities, describing the integration as a transformative step reflecting a national commitment to institutional reform. He stated that innovation and technology are core drivers of national progress, remarking that “robust institutions and a highly skilled human capital base are the true hallmarks of excellence in the 21st century.”
Ms. Wajiha Qamar termed the launch a “long-cherished milestone” and expressed confidence that the initiative would advance digitization and quality. She advocated for embedding MAKTAB within the Public Sector Development Programme (PSDP) to facilitate its expansion to all universities.
HEC Chairman Nadeem Mahbub thanked all stakeholders for their support and commended the teams for translating the concept into a national platform. He urged universities to ensure “sustained and effective utilization” of the system, reiterating the HEC’s commitment to building a “smarter, and more accountable higher education system.”
Dr. Zia ul Haq, the HEC Executive Director, acknowledged the collective effort behind the deployment. While recognising potential implementation challenges, he stressed that continued collaboration and institutional ownership would be crucial for scaling the programme.
The MAKTAB suite’s SAP-based ERP system serves as a digital backbone for managing university finances, including budgeting, accounting, and payments. It also streamlines supply chain management, procurement, and the lifecycle management of physical assets like buildings and equipment, introducing uniform processes and real-time data visibility.
A Human Capital Management (HCM) module digitises the entire employee lifecycle, from recruitment and service records to payroll processing and benefits administration, aiming to enhance transparency and provide reliable workforce data.
Complementing the administrative tools, the Student Lifecycle Management (SLcM) solution provides an end-to-end framework for the complete student journey. It automates processes from online admissions, enrolment, and course registration through to examinations and result declaration, ensuring merit-based academic procedures with fewer administrative delays.
Additionally, the deployment of the Blackboard Learning Management System (LMS) offers a central platform for digital teaching. Integrated with the SLcM, it enables faculty to deliver online content, manage assessments, and engage students in online and blended learning environments, thereby improving instructional effectiveness and access to educational resources.
