Sindh allocates Rs102.8bn for education under ADP, tells new Pakistan Economic Survey

Pakistan Economic Survey 2025-26 released today says in ADP for 2025-26 of Sindh, the education sector in Sindh reflects a significant fiscal commitment to both infrastructure and systemic reform. The provincial government has allocated a total of Rs 102.8 billion for education under the ADP, with the School Education Department alone receiving Rs 17.82 billion from provincial funds and an additional Rs 9.33 billion through the federal PSDP.

According to the survey, the strategic focus of these investments remains on rehabilitating school facilities, restoring flood-damaged infrastructure, and fostering inclusive learning environments. Notable operational allocations include Rs 16.4 billion for the Sindh Education Foundation (SEF), Rs 5.0 billion for free textbooks, and a specialized Rs 100 million for STEAM and Foundation Learning initiatives to support this large education system. The province has earmarked Rs 39.07 billion for Employee Related Expenses supporting over 20,000 posts and Rs 14.44 billion for operating expenses such as utilities and contractual services. This multi-layered financial strategy aims to bridge the gap between access and quality across Sindh province during FY 2026.

Khyber Pakhtunkhwa: In the ADP 2025-26, the Government of Khyber Pakhtunkhwa demonstrated a robust commitment to the Elementary and Secondary Education sector with a total budgetary allocation of Rs 13.51 billion. This fiscal framework encompasses 96 development schemes, reflecting a strategic balance between maintaining continuity and fostering innovation. A major portion of the funding, amounting to Rs 12,780.4 million, is dedicated to 67 ongoing schemes to ensure the completion of critical infrastructure and educational services already in progress.

Punjab The Annual Development Programme (ADP) 2025-26 of Punjab demonstrates a substantial allocation of Rs 100 billion for the School Education sector, encompassing 17 development schemes, including 3 ongoing schemes, 8 new schemes, and 6 schemes under the Other Development Programme (ODP). A dominant share of this allocation, Rs 82.5 billion, is earmarked under the ODP, with Rs 42.5 billion specifically allocated to public-private partnership initiatives, including outsourcing of public schools through PEIMA (Rs 4 billion), support to PEF (Rs 35 billion), and funding for Punjab Danish Schools and Centres of Excellence (Rs 3.5 billion). In addition, Rs 40 billion under Chief Minister’s initiatives within ODP is directed toward core infrastructure interventions such as construction of additional classrooms (Rs 25 billion), provision of missing facilities and IT laboratories (Rs 10 billion), and reconstruction of dangerous school buildings (Rs 5 billion), primarily executed through PEIMA.

Balochistan’s PSDP for 2025-26 reflects an enhanced commitment to education as part of the province’s broader socio-economic development strategy. Under the provincial budget for FY 2026, Balochistan has allocated approximately Rs 249.5 billion for the PSDP, marking a substantial investment in development priorities across sectors including infrastructure, irrigation, health, and education.
