Ban on advance payments to contractors, directive to public works officials

Special Assistant to the Chief Minister of Sindh, Muhammad Saleem Baloch, has issued a strict directive to public works officials, imposing an immediate ban on all advance payments to contractors and has warned that Executive Engineers will be held personally accountable for any lapse of development funds.

This new policy was announced during a high-level meeting of the Hyderabad Division on Wednesday, where Baloch was given a detailed briefing on the status of ongoing and revised schemes for water supply and drainage.

Addressing the officials present at the meeting, including Secretary Sohail Ahmed Qureshi and Chief Engineer Shafiq Hussain Memon, the Special Assistant emphasized that the timely completion of development projects should be the “top priority.”

Baloch stressed the high-level scrutiny of these initiatives, revealing that Chairman Bilawal Bhutto Zardari and the Chief Minister of Sindh are directly monitoring the Sustainable Development Goals (SDG) schemes.

He praised the performance of the Public Health Engineering Department this year and urged officials to maintain this momentum through quality work. He specifically directed that the welcome monument in Bhan Saeedabad be made “visually stunning and attractive.”

The Special Assistant concluded with a stern warning, stating that he would conduct surprise visits to development works and “indiscriminate action” would be taken against any officer found negligent.
