The Islamabad High Court (IHC) has intervened to suspend the Capital Development Authority”s (CDA) decision to nullify plot allotments in multiple sectors, issuing notices to the authority demanding explanations. The court has mandated the CDA to provide a detailed response before the next scheduled hearing.

Presiding over the matter, Justice Muhammad Azam Khan issued the interim order while deliberating on petitions submitted by Umar Rana and other impacted buyers. The petitioners claimed that they legally acquired the plots from original allottees, adhering to all necessary formalities, and had the plots transferred to their names via proper channels by the CDA.

Advocate Adil Aziz Qazi, representing the petitioners, informed the court that the CDA abruptly annulled the allotments on July 28, 2025, despite the lack of any identified illegality or irregularity in the original process, nor any punitive measures against the initial allottees. He argued that the authority”s actions threaten to unjustly strip current owners of their lawful property rights.

The petitioners asserted that their acquisition of the plots was transparent and that their legal entitlements were being compromised. In response to the arguments, the court has issued notices to all involved parties and postponed further proceedings until October 6. The CDA and other respondents have been instructed to submit written responses before the adjourned date. Additionally, the CDA is required to furnish a copy of its reply to the petitioners” legal counsel.

Insider information reveals that the CDA”s recent annulment affects over 300 plot allotments across Islamabad”s sectors. These plots were initially allocated almost ten years ago to certain individuals, who later sold them to various citizens, including the petitioners now seeking legal recourse.
