Meeting for the Standing Committee on Federal Education and Professional Training held today

Islamabad, March 20, 2019 (PPI-OT): Meeting for the Standing Committee on Federal Education and Professional Training held today under the Chairmanship of Mian Najeeb ud Din Awaisi, MNA on 20th March, 2019 at 02:00 p.m. in Committee Room No.7, Parliament House, Islamabad. The meeting commenced with the recitation from the Holy Quran. The Chairman, Standing Committee welcomed the Members and participants in the meeting.

The Committee confirmed the previous minutes of the meeting which was held on 27th February, 2019. Comprehensive report/implementation status of the previous recommendations of the Committee on Public Sector Development Program (PSDP) was given by the Ministry. The detailed briefing on the functions of the Ministry of Federal Education and Professional Training and its attached departments was given by the Secretary, Ministry Federal Education and Professional Training.

He apprised the Committee that the Ministry has its mandate for promotion of Formal, Non-Formal Basic Education and Adult Literacy in the country, to ensure effective Inter-Provincial Coordination in education sector, through Inter-Provincial Education Minister’s Conference (IPEMC), Standards in Higher Education and Legislation for Universities ‘charters, Standards and Policy for Technical Education and Vocational Training, Scholarships and international Student Teachers exchange program.

He also apprised the Committee about the Ministry’s Organizations Higher Education Commission (HEC), National Vocational and Technical Training Commission (NAVTTC), National Commission for Human Development (NCHD), Federal Board of intermediate and Secondary Education (FBISE), National Education Foundation (NEF), National College of Arts, Lahore, Federal Directorate of Education (FDE), Academy of Educational Planning and Management (AEPAM), Directorate General of Special Education (DGSE), Pakistan National Commission for UNESCO (PNCU), National Education Assessment system (NEAS), Basic Educational Community Schools (BECS), National Training Bureau (NTB), Pakistan Manpower Institute (PMI), National Talent Pool (NIP), Federal College of Education (FCE), Govt. Polytechnic institute for Women, Islamabad, FG College for Home Economics and Management Sciences, National Council of Social Welfare (NCSW), National Trust for the Disabled (NTD), National Council for Rehabilitation of disabled persons (NCARDP), Social Welfare Centers, Boy Scouts and Girl Guides, Sir Syed School and College of Special Education, RWP. The Committee was also briefed by the Secretary about the Steps taken by the Ministry.

The Minster for Federal Education and Professional Training apprised the Committee that the Ministry has been working on the fixed priority after certifying the issues how to resolve them to increase the literacy rate up-to 70% within four years, to make the adult education successful with a comprehensive policy, launch a project out of the schools to include two billion out of school children, attempt to bring best one and unique education system in the country. He also apprised the Committee that a committee has been constituted at national level to make an educational policy. New technology is also being studied to fulfill the gaps between the teachers working in the schools, colleges and universities of cities and villages and increase the quality of education in the country.

He further desired to expand the program for provision of skill and vocational training to the students so that they can earn their money by working in the markets in the country. The Minister further ensures to provide Islamic education to the students in the country. The Committee recommended bringing better system of Special Education for the study of brail and sign language to the special children. The Executive Director, Higher Education Commission also gave briefing on the performance of the Commission. Briefing was also given by the Director, Federal Directorate of Education on its performance and functions. The Committee decided to have a separate meeting on the performance and functions of Higher Education Commission in future.

The Committee was also given briefing on the functions and power of authority of Islamabad Capital Territory – Private Educational Institutional Regulatory Authority (ICT-PEIRA). The Secretary, M/o Federal Education and Professional Training apprised the Committee that it has been recently controlled by the ministry and they have been trying to develop it. The Committee decided to have a separate meeting in future on this powerless regulatory authority, discuss its rules which were made in the year, 2006 and 2015.
