Pakistan’s Telecom Sector Faces Critical Challenges Amid License and Spectrum Issues


Islamabad: The Standing Committee on Information Technology and Telecommunication convened its 11th meeting, focusing on budgetary proposals and unresolved licensing issues, which threaten the country’s internet and ATM services. The meeting, chaired by Syed Amin ul Haq, MNA, also addressed the ongoing challenges in the spectrum allocation for improved connectivity.



According to a statement by National Assembly of Pakistan, the committee endorsed budgetary proposals totaling Rs. 43,651.380 million for the fiscal year 2025-26. The discussions highlighted unresolved payments related to Long Distance International License renewals, amounting to Rs. 24 billion, dating back to 2009 and 2011.



The Pakistan Telecommunication Authority (PTA) informed the committee about the potential shutdown of 50% of ATMs in Pakistan if the license renewal process remains stalled. Various proposals, including a five-year payment plan, have been suggested to license holders, yet the issue persists.



The committee also discussed the interest shown by Starlink in providing satellite internet services in Pakistan. However, the licensing process with the Pakistan Space Regulatory Authority is still pending, delaying the potential service provision.



The CEO of the Universal Service Fund (USF) informed the committee about the current utilization of the spectrum, emphasizing the shortfall as only 274 MHz is being used compared to the required 860 MHz for optimal connectivity. The Ministry is working on a National Fiberization Policy, expected to be completed in three to four months, to address these connectivity challenges.



Recommendations were made for the allocation of 10% of USF funds towards the fiberization process, urging its rapid completion to ensure efficient internet services across the country. The meeting was attended by several MNAs and officials from the Ministry of Information Technology.
