President Zardari Orders CAA to Appoint Deceased Employee’s Son Under Special Quota


Islamabad: In a significant decision, President Asif Ali Zardari has directed the Pakistan Civil Aviation Authority (PCAA) to appoint the son of a deceased employee, acknowledging his legal rights under the “deceased employees” quota. This direction came after a detailed review of the case presented by Mr. Faheem Ahmed, who had sought redress for being unjustly denied employment by the PCAA.



According to Press Information Department, Mr. Ahmed’s father, a former employee of the PCAA, passed away in 1999 due to cancer, leaving him ineligible to apply for a position under the family assistance quota at the time due to his minor status. After reaching adulthood, Ahmed applied for a position but was repeatedly denied, which led him to seek justice through the Wafaqi Mohtasib (Ombudsman). The Mohtasib, however, ruled against Ahmed, citing the non-applicability of the Family Assistance Package at the time of his application.



The President reviewed the complaint and recognized that the policy applicable from 2005 supports the rights of children of deceased employees to be considered for employment without public advertisement, once they reach legal adulthood. The President’s decision highlighted an oversight by the PCAA in not adapting its policies to accommodate such cases, prompting him to order immediate corrective action.



This decision reflects a significant application of the policy intended to support families of deceased government employees, ensuring that they are given opportunities for employment in the departments where their family members previously served. The PCAA has been instructed to process Mr. Ahmed’s appointment within one month, in a move that underscores the government’s commitment to justice and the upholding of employee rights.
