QUETTA: Abdul Malik Kakar, President, Balochistan Civil Secretariat Officers Welfare Association (BCSOWA), has said that bureaucracy of Balochistan comprises two cadres, that is, Balochistan Secretariat Services (BSS) and Balochistan Civil Service (BCS).
In a statement issued here on Sunday, he said that Service Rules of BSS cadre provides legal protection to all employees of BSS cadre from grade-1 to grade-20 while on the other hand, no service rules / structure exists for BCS cadre officers, including divisional commissioners, deputy commissioners, Additional Commissioners and Assistant Commissioners.
Kakar said that government of Balochistan has been promoting BCS cadre officers against the quota of BSS cadre owing to the reason that no service structure/ rules exists for BCS cadre officers, adding that BSS cadre officers have always raised voice against such illegal and unlawful promotion of BCS cadre officers against the quota of BSS cadre.
