SHC bars govt from recruiting non-professionals in educational institutions

KARACHI: Sindh High Court (SHC) on Monday barred Sindh government from appointing non-professionals in Sindh educational institutions.

A SHC bench, headed by Justice Sallahuddin Pahnwar, heard a petition filed for recruitment of teachers in educational institutions at vacant positions. The court ordered that professionals from the teaching community should be appointed in educational institutions.

It remarked that many secretaries of education are transferred in one year which leads to mismanagement in the department.

Justice Pahnwar asked the Sindh government to announce its policy with regard to Taluka Education Officers (TEOs). He also asked the Secretary Education Ahmed Bux Narejo to appoint deputy secretary and additional secretary in the education department from teachers.

The secretary education department pleaded that until rules are made, cadre officers may continue services. The court directed that a report should be submitted within six months after appointing teachers on these posts.

Sindh is a province of the country where the education system is the worst, Justice Pahnwar remarked. He observed that there was a need of colleges in rural areas of Sindh as children have travel to 15 kilometers for education. He asked the education department to provide transport facilities to the children of rural areas.

The secretary education department told the court that a committee regarding appointment of teachers had been formed which would conduct amendment in rules. Justice Pahnwar remarked that students were being misguided since 1996 in the name of BSc which should be stopped now and banners should be posted in colleges to aware the students regarding this fraud.

“There is no job for BSc holders in the country; you should inform students that this BSc is not a real BSc, he asked secretary education.

The court remarked that there are 37,000 vacant positions of teachers in Sindh, but no one is worried about it. The court remarked it would summon the secretary finance department if recruitments are not made within a month.

The petitioner stated that there is a problem that non-professionals are recruited in education institutions which creates problems for the department. He said those who are not aware of education are given high positions in departments. The court, later, adjourned the hearing for six weeks.
