Senator Saleem Mandiwalla Presides over a Senate Standing Committee on Finance and Revenue at Parliament House

Islamabad, March 29, 2023 (PPI-OT): The Senate Finance and Revenue Committee met on Wednesday under the chairmanship of Senator Saleem Mandviwalla here at the Parliament House to discuss various pending agenda points.

At the outset of the meeting the Senate Finance Committee took detailed briefing by the Chairman Exchange Companies Association of Pakistan on the issue of foreign exchange dollar instability. The association discussed various recommendations and assured that if policies are revised and restrictions are given relaxation by keeping in view the current economic situation of the country, dollar stability can be achieved. He said that Pakistan is an economically stable country if focus is given on agriculture and natural resources. He said that it doesn’t require an IMF deal.

In its recommendations stress was given on cease of afghan Transit and allowance by the state bank to deposit up to 10,000 dollars without verification. The exchange companies’ association claimed that they bought 4 billion dollars in the country last year and has the capacity to bring 1 million dollars every month.

The committee also inquired on the fate of deal with the IMF and their demands. Senator Mohsin Aziz lamented the delay in the deal even after having the country going through dire economic consequences, at the cost of inflation, joblessness, halting of trade and industry. The Minister of State for Finance and Revenue said that all the pre requisite actions have been taken, the only touch point is external financing which is being verified by the IMF from China, UAE and Saudi Arabia.

Senator Farooq H. Naek inquired on the newly introduced petrol subsidy by the government on which the Minister of state replied that the petrol subsidy has not yet been put into practice and a plan is being worked out. Farooq H. Naek recommended to draft a regular program on food subsidy for the lower middle class.

He emphasized that food inflation is at high and government should envisage plan to provide food subsidy instead of providing free food. Farooq H Naek retirated that such practices of free food will only encourage behaviours of beggary among masses.

Matter of the starred question asked by Senator Mushtaq Ahmed on the comparative details of Federal Excise Duty and Retail Price of locally manufactures cigarettes and imported cigarettes were disposed of. It was briefed that according to restriction No.03 of First Schedule to the Federal Excise Act, 2005 the minimum selling price of any brand shall not be less than 60 pc of Rs. 9,000.

The committee was briefed about the best probable solutions on Anti Money Laundering Act. DG Intelligence and Investigation appraised that a total of 125 cases registered from 2016 to till date. He added that intel was of such nature which demand monitoring.

However, FBR has been discharging cases against individuals who have complied with the initial proceedings. It was also briefed that the directors have been instructed to review all 125 pending cases wherein FIRs have been filed and which are under investigation.

They have also been instructed to differentiate whether the said cases involve only tax evasion or tax evasion coupled with Money Laundering. The matter was disposed of with the direction that tax evasion should not be associated with money laundering and reasonable amounts should be fixed for threshold of money laundering.

While discussing the state bank report on bank scams, alleging therein extra US dollars rates being charged from customers for the opening of LC’s. Officials of SBP informed the committee that investigation has been concluded and SBP is in deliberations with Finance Division to determine whether the action should be on fiscal end or regulatory.

However, he assured the committee that action will be taken soon. Chairman Committee directed the SBP to submit report on the concerned matter in the next two weeks.

Moreover, Senator Saleem Mandviwalla inquired about the current situation of LC’s being opened by Banks and claimed that plenty of complaints have been received in which Banks have refused to make payments even after the opening of LC’s. Officials of SBP apprised the committee that SBP is monitoring the situation and banks are being pushed to open LCs for all the necessary items.

On the matter of fake pensioners and further strategy to resolve the issue briefing was taken by the ministry of finance. The director General I and I –I R briefed the committee that for transparency and to facilitate pensioners, federal Government has introduced Direct Credit System scheme (DCS) for resolving the issue of fake pensioners.

He said that in this system amount of pension of pensioner is deposited directly in his/her bank account, opened in any schedules bank, including National Saving Centers for this purpose. The DG I and I briefed the committee that total number of Pensioners is 3.328 million. Out of which 71pc is on Direct Credit System while remaining 29 pc is being operated manually. He said similarly 40 pc of military accounts are on DCS and 60 percent are non DCS.

He said that as per this system, if a pensioner drawing pension fails to submit a life certificate or fails to undergo biometric verification during the months of March and October or a pensioner does not draw pension for consecutive six month, the account shall become dormant. The chairman committee deferred the matter for further report and inquiry.

Briefing by the Competitive Commission of Pakistan on its working, Budget, expenses, organizational structure and their performance was also taken up. It was briefed that the role of competition commission of Pakistan CCP is to foster competition in all spheres of economic activity and to protect consumers from anti-competitive practices. It was also briefed that the budgeted expenditure including budget for 4 regional offices is Rs.1,660,702,927 and total budgeted income is Rs.540,000,000 with a deficit of Rs.1120,702,927.

The Federal Government has also allocated Rs. 100 million as grant to CCP. However, the officials of the competitive commission lamented the slow processing of the cases related to economic concerns and urged support and cooperation in this regard, the officials lamented that the chief justices give stay orders on all such matters and the cases remain pending.

Minister of State for Finance and Revenue Aisha Ghaus Pasha, Kamil Ali Agha and Senator Mohsin Aziz attended the meeting. Chairman FBR, Addl. Finance Secretary Finance Division Director General I and I- IR, Member IR Operation and official from other attached departments were also in attendance.

Senator Moulana Abdul Ghafoor Haideri, Chairman Senate Standing Committee on Religious Affairs and Inter-Faith Harmony presiding over a Meeting of the Committee at Parliament House Islamabad

Islamabad, March 27, 2023 (PPI-OT):The Senate Standing Committee on Religious Affairs and Interfaith Harmony on Monday unanimously passed the Bill, “The Publication of the Holy Quran (Elimination of Printing and Recording Errors) (Amendment) Bill, 2022.

The bill will ensure the disposal of martyred/damaged Holy Pages and copies of the Holy Quran in a proper manner as well as to stop the publication of the Holy Quran on the sub-standard paper and establishment of Quran Board to supervise the work of error free printing, publication and recording of the Holy Quran including uploading the copies on internet.

The Bill also disallows the Arabic text of the Holy Quran shall not be printed on newspapers, flexes, cards, hand bills, brochures or any other such disposable forms, and only it’s translation shall be printed in such forms where required.

The committee stressed that laws related to sacredness of the Holy Quran should be strictly implemented. The committee also directed the Council of Islamic Ideology to ensure enforcement of laws. The DG CII briefed the committee that all laws for the safety and sacredness of the Holy Quran and its verses are being implemented and have due punishment, penalty and imprisonment.

He also said that the Quran Board will be constituted after the Quran Board Act is drafted. DG CII said that the bill will become a guide line to amend laws at provincial level. The meeting was attended by Senators Anwar-Lal-Din, Bahramand Khan Tangi, Molvi Faiz Muhammad, Anwar Lal Dean and Senator Naseebullah Bazai. Senior Officials from the Ministry, the CCI and other attached departments were also in attendance.

Meeting of Sub-Committee of Senate Standing Committee on Information and Broadcasting held at Parliament House with Senator Irfan ul Haq Siddiqui in Chair

Islamabad, March 24, 2023 (PPI-OT): The Senate Body deliberated on financial issues faced by Radio Pakistan. Tahir Hassan, DG PBC, apprised that deficit has been continuously increasing for last two years and the current deficit of Radio Pakistan stands at 2246.007 million Rupees.

He added that one of primary reason of increase in deficit is cessation of Grant in Aid worth around Rs. 12 crores to each station, provided by China Radio International. Senator Irfan Siddiqui suggested that 500 rupees fee should be charged from all vehicle’s owners at the time of registration and payment of token fee.

However, he directed the PBC to ensure payment of pension and salary to all the employees and pensioners before the 20th of Ramadan. Moreover, Senator Syed Waqar Mehdi inquired about the outstanding dues, which are not being paid by private individuals or entities in last few years and what measures are taken by Pakistan Broadcasting Corporation regarding the recovery of dues.

DG PBC stated that the outstanding dues currently stands at approximately 7.5 crore rupees and PBC has written letter to all defaulters for the payment of dues but unfortunately no recovery has been made so far.

Senator Syed Waqar Mehdi also pointed out that PBC has properties located at prime locations in different cities all across the country but unfortunately, PBC has leased these properties to private stakeholders at throw away prices and in order to combat this financial crisis PBC need to revisit these leased properties.

While Appointing the Additional Secretary Sohail Ali Khan as Coordinator for PBC, Senator Irfan Siddiqui directed the PBC to come up with a comprehensive plan which could help PBC in attaining financial independency. He also stated that Radio Pakistan is our asset and we will leave no stone unturned in making PBC financially independent.

The meeting was attended by Senator Syed Waqar Mehdi, Additional Secretary for Ministry of Information and Broadcasting Sohail Ali Khan, DG PBC Tahir Hassan and other senior officers of Pakistan Broadcasting Corporation were also in attendance.

Meeting of Senate Standing Committee on Inter-Provincial Coordination held at Parliament House, Islamabad

Islamabad, March 24, 2023 (PPI-OT): A meeting of the Senate Standing Committee on Inter-Provincial Coordination was held on Friday at Parliament House, Islamabad. The meeting was chaired by Senator Nisar Ahmed Khurro and was attended by Senator Gurdeep Singh, Senator Mushtaq Ahmed, Senator Kamran Michael and senior officers of the Ministry of Inter-Provincial Coordination along with its attached departments and agencies.

Matters discussed included; year wise audit details of the Gun and Country Club and briefing related to scope of the Ministry of Inter-Provincial Coordination. The Ministry while briefing the Committee regarding audit details of the Gun and Country Club from June 2019 to June 2022 explained the issues related to the property and its management and apprised the Committee of numerous irregularities that resulted from non-availability of staff that is well conversant with Government rules.

In addition, he committee was informed of an area of more than 100 acres that is in occupancy for a shooting game without any legal framework. Chairman Committee stressed the need for laws in this regard and questioned the delay despite orders of the Supreme Court in 2020. The Committee was informed that laws related to deal with related matters were being formulated.

The Committee stressed the need for expedition the process of law formulation and summoned the Ministry of Law for consultation of the matter in the next meeting. It was asserted that the management Committee of the Gun and Country Club must be summoned in the next meeting as well.

It was asserted that a letter must be written to the Cabinet Division on behalf of the Committee so that issue related to the matter may be resolved at the earliest. Chairman Committee asserted that this national asset is being exploited and all out efforts must be made to ensure that this practice is curbed.

Deliberating over the scope of the Ministry of Inter-Provincial Coordination the Committee was informed regarding details of the related departments. The Committee was informed that IPC came into existence in 1972 and was re-established as a division in 1996 and abolished and re-established in March 2007. It was converted to a full-fledged Ministry in 2008.

Function of the Ministry and organizations that fall within its ambit include the Pakistan Veterinary Medical Council Islamabad, Legislation covering all aspects of sports affairs and matters ancillary thereto, Administrative Control of Board established for the promotion and development of sports under the Sports (Development and Control Ordinance, 1962 (XVI of 1962), Pakistan Sports Board, Pakistan Cricket Board and the Federal Land Commission.

The Committee while reviewing details of the Ministry’s working especially in relation to sports and cricket directed the Ministry to expand its talent search to areas outside the urban areas. The Committee also emphasized the need for developing a sports ground in every district. The Committee was informed that sports are a devolved subject since the 18th Amendment. However, a broad guideline regarding this matter could be shared with provincial sports boards.

Discussing the National Internship Program (NIP) that was conceived and designed by the Establishment Division in FY 2006-2007, the Committee was informed that the NIP business was assigned to the Ministry of Inter-Provincial Coordination in 2014.

The Committee was of the view that the break-up of interns from all four province for NIP and other such programs that include the Prime Ministers Youth Training program must be ensured according to the NFC share. It was also asserted that details of inductions as a result of such programs must be submitted to the Committee as well.

Chairman Senate Muhammad Sadiq Sanjrani message on ‘World Water Day’

Islamabad, March 22, 2023 (PPI-OT): Chairman Senate Muhammad Sadiq Sanjrani in his message on ‘World Water Day’ reiterated that “Saving water today is saving our Future”. He stated that Pakistan has excellent water canal system, however, there is need to promote justified use of water at domestic and agricultural levels. He cautioned underground water resources are depleting. A well maintained and well structured water management system is the need of the hour to help conserve water and ensure its efficient and justified use.

Chairman Senate maintained that water is a precious asset and the purpose of celebrating World Water Day was to create awareness among the people about the importance and need and usefulness of water.

Muhammad Sadiq Sanjrani claimed that Pakistan is ranked 14th among the 17th extremely high water risk countries of the world and Pakistan needs to take sustainable water management measures to secure water for the future.

Islamabad, March 21, 2023 (PPI-OT): Chairman Senate Muhammad Sadiq Sanjrani has strongly condemned the recent terrorist attack in DI Khan district in which three brave soldiers were martyred. The bravery and sacrifice of Shaheed Havaldar Muhammad Azhar Iqbal, Shaheed Naik Muhammad Asad and Shaheed Jawan Muhammad Essa will always be remembered.

Chairman Senate expressed his heartfelt condolences to the families of the martyrs and expressed solidarity with the armed forces in the fight against terrorism. Chinese Business Delegation led by Mr. Zhang Zhijun, President MCC Resources Development Company Ltd. meets with Chairman Senate, Muhammad Sadiq Sanjrani

Islamabad, March 17, 2023 (PPI-OT): President of MCC Resource Development Company, Zhang Zhijun, called on Chairman Senate of Pakistan, Muhammad Sadiq Sanjrani, at the Parliament House. Comprehensive discussion was held on a range of topics including bilateral relations, business, and investment opportunities in Pakistan.

Chairman Senate said that there is lot of potential for investment in Province of Balochistan due to emerging Gwadar port. Mr. Zhijun expressed a keen interest in exploring investment opportunities in the Balochistan province.
