FPSC should be perfect, match world standards for recruitment to govt posts: President

ISLAMABAD: President Dr Arif Alvi has said that the Federal Public Service Commission (FPSC), being the top examining authority of the country, should be perfect and should match the world standards in terms of its members’ skill set, examination and selection procedures, and methods of conducting interviews for the selection of suitable candidates for recruitment to posts in government departments.

He called for bringing qualitative improvements in the Civil Service by ensuring the selection of the right person for the right job, and timely updating the method and mode of examination for recruitment to various posts.

The President gave these remarks during a meeting with the Chairman of the Federal Public Service Commission (FPSC), Captain (r) Zahid Saeed, who called on him to present the Annual Report 2021 of FPSC, here at Aiwan-e-Sadr, on Wednesday.

Secretary FPSC, Syed Hasnain Mehdi, and senior officials of the Establishment Division and President’s Secretariat attended the meeting. During the meeting, the President said that for the interviews, standard questions should be selected and evaluated, and the response of the interviewer should be calibrated and quantified on a statistical and scientific basis.

He said these methods should be continuously improved upon by benchmarking best practices around the world, using technology to rule out biases, and seeking external help to evaluate the examination and selection criteria.

He said the FPSC should hire a consultant with excellent repute and relevant experience to help the FPSC to evaluate its examination and selection criteria, identify the improvements needed, and recommend solutions to bring it on par with the best selection and recruiting agencies of the world.

The President said the recruitment process should be made more efficient and transparent by incorporating the latest Information and Communications Technology (ICT) tools. He said FPSC, being the top-examining body, should make efforts to improve the availability of quality human resources for the government by bringing improvements and updating the selection process at par with world standards.

The President said that processes for making high-level selection and recruitment have to be improved continuously by using sophisticated examination and interviewing techniques to ensure that the candidates match the required criteria and that their efficiency and productivity was up to the mark.

He expressed concern over the non-fulfilment of posts reserved in quota for minorities, women quota in rural Sindh, and quota for Balochistan, adding that such posts should be filled on a priority basis, without compromising on standards, the integrity of the selection process, and the quality of the candidates. Chairman FPSC presented the Annual Report 2021 of the Commission and informed that last year, FPSC conducted national-level exams smoothly, despite the COVID-19 pandemic, and observed the relevant SOPs.

He highlighted that under General Recruitment, FPSC received 509,955 applications during 2021, and recommended 2161 candidates for appointment against different posts. He said in 2021, FPSC received 39,650 applications for the CSS Competitive Examination 2021, in which 17,240 candidates appeared, whereas 365 candidates qualified for the written part of the exam. He added that FPSC also conducted the first-ever Multiple-Choice Questions Based Preliminary Test (MPT) for CSS candidates, in which 61,725 applications were received.

Finance Minister briefs President on country’s overall economic situation

ISLAMABAD: Federal Minister for Finance and Revenue, Senator Mohammad Ishaq Dar, called on President Dr Arif Alvi, here at Aiwan-e-Sadr, on Wednesday.

During the meeting, the Federal Finance Minister briefed the President on the overall economic situation of the country, and the steps taken by the government to provide relief to the most vulnerable segments of society.

t Kitts and Nevis upgrades its citizenship by investment programme to boost its hospitality industry

Basseterre, Dec. 07, 2022 (GLOBE NEWSWIRE) — Saint Kitts and Nevis is boosting its local hospitality and tourism sector with investments received through its citizenship by investment programme.

This is according to the recently elected Prime Minister of the twin-island federation who concluded a four-day visit to Dubai, from 29 November to 3 December 2022.

Prime Minister Terrance Drew was in the state to engage with important stakeholders including high-level government officials, international investors, government-approved agents and promoters, who play a vital role in promoting and supporting the country’s recently upgraded citizenship by investment programme.

With the country’s citizenship by investment programme undergoing a facelift, Prime Minister Drew said the changes to the programme were not just superficial but would ensure that the programme achieved what it was designed for – strengthening St Kitts and Nevis’ economy.

Traditionally, the economy of the two-island state has depended on the growing and processing of sugar cane, but the impact of decreasing world prices on this commodity over the last few decades has moved the government’s attention to tourism, export-oriented manufacturing, and offshore banking.

Tourism is the mainstay of St Kitts and Nevis’ economy, with the United States, Canada and Trinidad and Tobago being some of its trop trade partners. The travel and tourism sector accounted for one-tenth of the gross domestic product (GPD) in St Kitts and Nevis in 2021 and it is estimated that roughly 200,000 tourists visited the islands in 2009.

With a revamped citizenship by investment programme that will be underpinned by better legislative and administrative oversight, Prime Minister Drew said he was confident that the programme would have even more impact on the country’s tourism sector.

The new cabinet aims to ensure that the destination continues to make strides towards the full resumption of tourism activity, including the return of airlift and cruise ship arrivals, with the ultimate goal of improving the quality of life of the people of the Federation.

Born in December 1942 in Budapest, Hungary, Mr. Rumy was a carbon fiber industry pioneer that ultimately changed the carbon fiber world.  He created the first industrial-grade carbon fiber made to compete against other common building materials, and created Zoltek Corporation to drive the commercialization of carbon fibers.

Mr. Rumy fled Soviet communism after the Hungarian Revolution in 1956, and arrived in the US as a 14-year old war refugee through the International Red Cross and Catholic Charities.   He later graduated with a chemical engineering degree from the University of Minnesota, accepted a position with Monsanto Company and moved to St. Louis, Missouri in 1966. FMIC inducts 28 doctors for postgraduate medical education in Afghanistan

KARACHI: In the face of a serious shortage of specialized healthcare workers in Afghanistan, the French Medical Institute for Mothers and Children (FMIC) has inducted 28 Afghan doctors, 10 women and 18 men, in the fresh cohort of its Postgraduate Medical Education (PGME) programme.

According to Aga Khan University information, it’s the highest number of residents inducted in a cohort, in the history of the programme over a decade. Initiated in partnership with the Afghan Ministry of Public Health and the Aga Khan University (AKU) in 2012, the programme has so far graduated 74 specialist doctors, including Afghanistan’s first female specialists in pathology, radiology, paediatric surgery, and anaesthesia.

FMIC, which is managed by AKU, is a partnership of the Governments of Afghanistan and France, La Chaine de l’Espoir and the Aga Khan Development Network (AKDN). “Through the support of all the partners, FMIC has trained doctors, nurses and community health workers, and improved the health of women and children through quality healthcare facilities and relevant research,” commented AKU President Dr Sulaiman Shahabuddin.

Addressing the opening ceremony of the fresh cohort at FMIC in Kabul, representatives of the Afghan Ministry of Public Health Dr Naik Wali Shah and Dr Ahmad Farshid Mohammadi, who is also the director of the PGME programme at the ministry, lauded FMIC and AKU for evolving an indigenous programme in Afghanistan while maintaining the global standards for scientific enquiry, development of critical healthcare professionals and high-quality clinical practices.

Dr Hidayatullah Hamidi, one of the first graduates and now a faculty member at FMIC-PGME, reflected on his journey of four years in the residency programme which “offered him a plethora of knowledge and exposure in both academics and practice in his area of speciality.”

A representative of the incoming residents thanked FMIC and partners for making this opportunity available to the people of Afghanistan.
