A Capital Development Authority (CDA) official, previously demoted for misconduct, has openly defied transfer orders for six months, continuing to illegally utilize an official vehicle, a driver, and a police escort from the Enforcement Directorate he was ordered to leave.
According to sources within the CDA, the Human Resource Directorate (HRD) issued a directive in April 2025 reassigning the Grade-14 employee to the Directorate of Municipal Administration (DMA). The transfer designated him as an Inspector (Grade-16), a position for which he is not qualified.
Despite the formal relocation, the individual has reportedly failed to assume his new duties at the DMA. He instead remains stationed at his former post within the Enforcement Directorate, holding onto state-provided resources in a clear violation of administrative protocol. Reports also suggest the official vehicle is being improperly used for personal errands.
This situation follows a prior departmental inquiry that resulted in the official’s demotion from an Inspector role due to misconduct. While a court order granted him a subsequent hearing, his representation was ultimately dismissed by the authority for conflicting with established service regulations and Supreme Court precedents.
Insiders allege the employee persists in his defiance due to backing from sympathetic officers across several departments, including the HRD, Enforcement, Security, DMA, and Administration wings. It is claimed that formal complaints lodged against the official have been either misplaced, withdrawn, or intentionally suppressed.
The ongoing issue has prompted other CDA personnel to demand that the administration enforce its own directives strictly according to law and merit. Nevertheless, the official continues to enjoy privileges and actively participates in field operations, joining Enforcement teams on late-night patrols and market inspections.
Adding to the administrative irregularities, sources revealed that the employee’s attachment order to the DMA listed his position as “Sub-Inspector,” a post that was formally abolished by the Authority and does not exist within the department’s structure.
