Sindh Chief Minister Syed Murad Ali Shah has approved a focused development strategy for the upcoming Annual Development Programme (ADP), emphasising key investments in water infrastructure, solar energy, industrial and agricultural sectors, alongside reconstruction of flood-damaged schools.*

Presiding over a high-level meeting at the Chief Minister’s House on Monday, Mr Shah directed the Planning and Development Department to prepare a streamlined ADP for the fiscal year 2025-26, with priority given to schemes that are ready for completion and those addressing critical infrastructure gaps. ‘Development must be both impactful and implementable,’ he said, stressing the importance of evaluating the feasibility of all new proposals before approval.

The meeting was attended by Minister for Planning and Development Syed Nasir Hussain Shah, Chief Secretary Asif Hyder Shah, Chairman of the P and D Board Najam Ahmed Shah, and senior finance and planning officials.

This decision comes as the province concludes a significant development cycle. The outgoing ADP (2024-25) amounted to Rs493 billion, including Rs55 billion under the District ADP. According to the Chief Minister, 4,644 development schemes were initiated during the current year, with 1,812 expected to be completed by June 2025. ‘Departments must remain focused on ensuring timely completion,’ Mr Shah said, urging administrative heads to align their planning with on-ground readiness.

Particular attention will be given to flood-affected education infrastructure, which Mr Shah termed a ‘top priority’ amid broader recovery efforts. The inclusion of solar energy projects and water management initiatives is also aimed at addressing persistent energy shortages and climate vulnerabilities in the province.

Officials agreed to conduct a comprehensive review of all proposed schemes, ensuring that resource allocation aligns with developmental impact and regional needs. The revised ADP will be finalised as part of the 2025-26 provincial budget later this year.
