Sindh police pushes for modernisation with Rs189.7 bn budget, advanced technology: CM Shah

Sindh Chief Minister Syed Murad Ali Shah today announced that the Safe City Project is designed to transform Karachi into a secure, technology-driven metropolis through comprehensive video surveillance and also noted that operations in the Katcha area have resulted in the surrender of 71 dacoits.

The Chief Minister shared the update while addressing a delegation of 47 participants from the 52nd Specialised Initial Command Course at CM House. The meeting, attended by top officials including IG Police Ghulam Nabi Memon, focused on the provincial government”s strategy for modernising law enforcement.

Mr. Shah detailed a comprehensive plan to transform the Sindh Police into a modern, technology-powered force, supported by a substantial annual budget of Rs 189.7 billion for its 131,850 personnel serving across 618 police stations.

He noted the historical significance of the force, established in 1843 by Sir Charles Napier, as the oldest in the subcontinent and the second largest in Pakistan.

A central component of the modernisation effort is the Karachi Safe City Project (KSCP), designed to turn the metropolis into a secure, tech-driven urban centre through extensive video surveillance and sophisticated data analysis.

The project utilises a vast network of high-resolution CCTV cameras equipped with Facial Recognition (FR) and Automatic Number Plate Recognition (ANPR) capabilities, all monitored in real-time from a central Command, Control, and Communication Centre (C4).

According to the Chief Minister, Phase-I of the project currently covers the city”s high-security red zone and the airport corridor. An expansion under Phase-II will soon extend to Districts South, East, and Malir, deploying thousands more cameras and an Intelligent Traffic System (ITS) for automated e-Challan enforcement.

Further technological advancements include the S4 Project (Smart/Safe Surveillance, Security, and Strategic Support), which will integrate with the Safe City platform. Additionally, the automation of police station systems aims to digitise processes like FIR lodging and case file management to enhance transparency and public efficiency.

Alongside the Katcha operation, the Chief Minister mentioned an active anti-narcotics campaign running through December to combat drug-related crime.

He also underscored the government”s commitment to personnel welfare, citing Shaheed Packages, health cards, and family scholarships for fallen officers. “This comprehensive approach demonstrates Sindh’s dedication to strengthening public safety through infrastructural, technological, and welfare reforms,” said the Chief Minister.
