Thar Coal Board Granted Sweeping Powers to Set Tariffs, Prices

The Thar Coal and Energy Board will now directly control coal prices and energy tariffs, a significant centralisation of power granted under new legislation signed into law by Governor Sindh Kamran Khan Tessori.

According to information from the Governor House today, the governor’s assent formally enacts the Thar Coal and Energy Board (Amendment) Bill 2025, which has come into immediate force as an official Act. The new law provides the board with statutory authority over the determination of rates, charges, and other associated costs.

Under the provisions of the amended legislation, the authority to regulate coal prices and related fees will now rest directly with the board, granting it substantial financial autonomy.

The organisation has also been empowered with the legal capacity to review and reconsider its own decisions. Furthermore, the Act gives the board the authority to impose fees and conduct reviews of its determinations.

A communication from the Sindh Governor House stated that the objective of the amended law is to reinforce the administrative and financial framework for Thar coal initiatives, aiming to improve efficiency, transparency, and effective governance.
