Turkish Defence Delegation Visits NDMA, Explores Advanced Capabilities

A high-level defence delegation from the Republic of Trkiye, led by Lieutenant General Fedai Ünsal, Vice Chief of Staff, visited the National Emergencies Operation Center (NEOC) at the National Disaster Management Authority (NDMA) Headquarters in Islamabad. The delegation included senior officers of the Turkish Armed Forces.

According to a report today, at the National Emergencies Operation Center (NEOC), the delegation was briefed on NDMA’s technology-driven approach to disaster management, including multi-hazard early warning systems, real-time data integration, risk assessment frameworks, the Pakistan Disaster Lens (PDL), and national preparedness mechanisms for climate-induced and natural disasters.

Chairman NDMA Lieutenant General Inam Haider Malik welcomed the distinguished guests and provided an overview of NDMA’s evolving role as Pakistan’s leading national institution for disaster risk management. He highlighted the Authority’s strategic shift from a response-centric approach to a proactive model focused on risk reduction, preparedness, anticipatory action, and community resilience.

During the meeting, both sides exchanged views on institutional mechanisms for disaster preparedness, emergency response, and crisis coordination. Discussions focused on strengthening cooperation in the fields of disaster risk reduction, emergency management, humanitarian assistance, and resilience-building. The engagement provided an opportunity to share experiences and best practices in leveraging technology, data analytics, and integrated command-and-control systems for effective disaster management.

The delegation also visited NDMA’s Center of Excellence (CoE), Humanitarian Logistics Yard, Logistics Yard, and Mobile National Emergencies Operation Center (Mobile NEOC). During the visit, members of the delegation were briefed on NDMA’s specialized capabilities in professional training, humanitarian assistance and logistics management, emergency response support systems, and deployable command-and-control infrastructure designed to ensure operational continuity and coordinated disaster response during emergencies.

The visiting delegation praised NDMA Pakistan’s disaster management capabilities and expressed its commitment to continued collaboration between Pakistan and Trkiye through knowledge exchange, technical cooperation, training initiatives, capacity-building programmes, and the sharing of expertise in disaster preparedness and emergency response. Both sides underscored the importance of strengthening institutional linkages and enhancing cooperation to address emerging risks associated with climate change and complex disasters.
