SHC issues notices in case of alleged denial of promotion to AIGP

KARACHI: Sindh High Court (SHC) on Friday issued notices to federal cabinet secretary, departmental selection board, secretary establishment division and others in alleged denial of promotion to Additional Inspector General (AIGP) Ghulam Qaidr Thebo.

SHC heard the petition filed by Ghulam Qadir Thebo, a 20-grade officer, against the establishment division secretary and head of the departmental promotion board for alleged discrimination in promotion.

The SHC sought reply from Additional Attorney General, and others.

Thebo’s counsel Muhammad Alam submitted that despite fulfilling criteria of 22-grade, his client was being neglected. He prayed that after some days the selection board would meet, and the court was prayed to issue directives to it for uphold of merit.

However, the court observed that it would issue directives on the basis of replies to be submitted by the concerned department.

The counsel said two boards had formed before but his client was neglected and junior officers were given promotions.

Thebo maintained that being grade-21 officer, he is performing duties of AIGP; however, his junior officers were given promotion in grade-22. He said he has fulfilled the criteria and had the requisite qualification and experience. However, the promotion board of the department had ignored him in its previous meeting convened to consider the promotions of officers to the next grade.
