Five-day Karachi International Book Fair begins

Karachi:The five-day 16th Karachi International Book Fair 2021 kicked off on Thursday at Expo Center Karachi as Sindh Education Minister Syed Sardar Ali Shah formally inaugurated the fair.

Former Education Minister Pir Mazhar-ul-Haq, renowned writer and artist Anwar Maqsood and writer Fatima Hassan were also guests at the inauguration ceremony while MQM leader Haider Abbas Rizvi, writer Shahida Hassan, President Arts Council Ahmed Shah, Director of Private Institution Director General Mansoob Hussain Siddiqui, Adib Mahmood Sham and a large number of diplomats, delegates, scholars, and journalists also participated.

Despite the school holidays on the first day, thousands of people, including school and college students attended the book fair. In his address, Education Minister Syed Sardar Ali Shah promised to write a letter to the federal government for tax exemption on paper. He also announced to present a resolution in the Sindh assembly to abolish tax on paper.

“The present age is the age of modern technology but hardcopy book has its unique pleasure,” he added. The minister said that due to Covid 19, the book fair could not be held last year, adding that now it will continue.

Syed Sardar Ali Shah said that just like the book fair is organized in Karachi, similar book fairs would be held in Larkana, Hyderabad and other districts of Sindh. He asked the book fair management to make a draft for exemption of taxes on paper, promising that he would put it in the Sindh cabinet. “I will also present a resolution in the provincial assembly to abolish the tax,” he added.

“If the provincial assembly raises its voice then the federal government should do something,” the minister said. Former education minister Pir Mazhar-ul-Haq said in his address that his relationship with books is old as he had also been a journalist.

“I try to attend the International Book Fair. Every year and I come with the children and buy the books of my choice. He said that Sardar Ali Shah should play his role in resolving the issues raised regarding taxes on paper.

“When I was the Minister of Education, these problems still exist. I am surprised that this problem still exists. I have come to know that the paper factory based in Lahore has established its monopoly. Everyone knows that if a paper industry is established in Karachi, then everyone’s monopoly will end,” Mazhar ul Huq said.

Addressing the function, Chairman International Book Fair Aziz Khalid said that publication of good and quality books in Pakistan will only be possible when supply of cheap and quality paper is ensured. He said that there are two ways to do this, adding that one is to remove or reduce the duty on imported paper or to locally make standard and cheap paper.

“Due to the increase in taxes on imported paper, standard books have become out of reach of the middle class. Education should not be taxed,” Khalid Aziz said. He requested the Sindh government should suggest to the federal government that the tax on paper be abolished for the promotion of education and reading.

Renowned writer Fatima Hassan said that this book fair shows that neither literature is dying nor language is dying. “This is not the last century of literature and language,” she said. As many as 330 stalls of textbooks and non-textbooks have been set up where internationally renowned book publishers from Iran, India, Turkey, Singapore, China, Malaysia, United Kingdom and UAE are participating.

Writers, poets, social and political personalities who came to the exhibition welcomed the book fair and said that such exhibition would be very helpful in improving the image of Karachi. Children from various schools also attended the book fair, reading and buying books of their choice.

The interest of students an women in the book fair is noticeable. The fair saw public interest in books and magazines in English, Urdu, Sindhi, Persian, Punjabi, Gujarati and other languages ??spoken across the country.

Students and parents flocked to most of the textbook stalls in the book fair. Students bought books of non-teaching interest besides textbooks from the stalls. The management of the book fair also organized extracurricular activities for the children in which the children participated. An ATM mobile was also arranged by a private bank at the Expo Center so that the citizens don’t face any difficulty regarding cash.

Speakers at moot urge more powers for state’s human rights bodies

KARACHI:Speakers at a Webinar on Friday underlined the need for providing autonomy and more financial and administrative powers to the state’s human rights bodies under the Paris Principles.

Member of National Commission for Human Rights (NCHR) Ms. Anis Haroon, Chairman of Sindh Human Rights Commission (SHRC) Justice (Retd.) Majida Razvi and a research Abdullah Khoso were speaking at a Webinar “The Paris Principles and Human Rights Institutions in Sindh” organized by The Knowledge Forum. Ms. Anis Haroon pointed out that the NCHR remained inactive for two years and now its members and new chairperson have been nominated.

According to her, all issues that come under the purview of human rights are raised by the Commission. In the past, the NCHR had raised the issue of enforced disappearance through the Interior ministry.

“We have received replies from the Interior Ministry,” she said adding that the state institutions have never been under government control. State institutions are seeking recommendations from non-government organizations. It can take suo moto action and submit reports independently.

There is no competition anywhere and we have to protect the rights of the people. She pointed out that the appointment of members of the state commission should be through parliament. Civil society and human rights activists should be taken as members of the Commissions, but the government’s retired officers are made members of the Commissions.

She said the government is enjoying benefits under the Paris Principles so it should be made laws required under the international obligations. Justice (Retd.) Majida Razvi said the provincial commission on Human rights has raised many violations of human rights.

The author of a paper on The Paris Principles and Human Rights Institutions in Sindh said that although the Pakistan government and provincial governments have established human rights, women rights and child rights commissions. He said the process of establishing NHRI should be transparent, inclusive, and consultative.

This is not the case with Sindh’s Human Rights Institutions. The appointment of the Chairperson and members in the Sindh Child Protection Authority (SCPA) and the SHRC is done through the non-parliamentary procedure. Civil servants (bureaucrats) possess a mandate to appoint them, which influences the neutrality and independence of these institutions, he added. (Govt taking steps to stop distortions in tax system: FBR Chairman)

ISLAMABAD:Federal Board of Revenue (FBR) Chairman Dr Muhammad Ashfaq Ahmed has said that tax reforms undertaken by the government are most significant in the history of the country.

Addressing a news conference here on Friday, he said government is taking steps to stop distortions in tax system. He said some of the facts of Supplementary Finance Bill have been misinterpreted by the media. He tax policy reforms were needed for a long time but unfortunately interest groups got some amendments in laws for their own benefits.

Dr Muhammad Ashfaq said that International Monetary Fund (IMF) has always been asking Pakistan to improve its tax system and increase revenue. He said in past new taxes were imposed and laws benefiting certain groups were never changed. He said 17 percent general sales tax has not been imposed on commodities that are used by a common man. He said government has withdrawn sales tax exemptions of Rs343 billion.

The FBR Chairman said Federal Excise Duty (FED) has been imposed on imported CBU (Completely Built Up) vehicles which are over 1000cc. He said FED on 1000 to 1800cc vehicles has been increased from five percent to ten percent and 25-30 percent on 1800 to 3000cc.

(Muslim majority status of IIOJK under serious threat)

ISLAMABAD:The Muslim majority status of Indian Illegally Occupied Jammu and Kashmir (IIOJK) is under serious threat owing to fascist Modi-led Indian government’s Hindutva policies being implemented in the territory one after another.

A report released by Kashmir Media Service on Friday, said that introducing new domicile law, transferring more land to occupational troops, re-drawing assembly constituencies, and allotting land to Hindutva-backed business tycoons were all meant to change the demographic composition in IIOJK.

The real motive behind revocation of Article 370 was to settle non-Kashmiris in the occupied territory, it maintained. The report said that the Kashmiri people must resist India’s plans to change demography of the territory as the Indian nefarious design is also a flagrant violation of the UN resolutions on Kashmir.
