Senator Raza Rabbani Presides over a meeting of the Senate Standing Committee on Delegated Legislation at Parliament House 

Islamabad, January 11, 2023 (PPI-OT):Senate Delegated Legislation Committee on Wednesday condemned the bulldozing of the legislation by placing the bill on the supplementary agenda, without providing bills before hand or issuing any notices. “No notices or circulars are issued and the bill is provided while the motion is read in the House by the Minister” Stated Senator Raza Rabbani and further said that the observation of the courts on legislation is the same and legislation should not be done this way.

The Chairman Committee said that he will write a letter to the Minister, Chairman Senate and Speaker National Assembly to systemize and restore the procedure of passing the bill in the Parliament as provided under the Constitution, 1973. The Senate Standing Committee on delegated legislation met on Wednesday under the chairmanship of Senator Raza Rabbani here at the Parliament House and confirmed the minutes of the meeting held on 29th November 2022.

The Chairman Committee pointed out that in the brief submitted there are several rules and regulations while parent acts are missing. He said that it is mandatory to study the parent act in order to determine whether the rules and regulations are in conformity with the parent act, and no law is in excess or any violation has been drafted. He said that while providing the rule and regulations parent act and subsequent legislation is required.

The chairman committee also inquired on the notification of singular National curriculum and apprehended it was unconstitutional. The committee also required that before circulating the brief it should be more systematic and cut short in packets containing first the parent act followed by subsequent rules and regulations.

The committee also inquired on the update on the recommendations of the committee made to the Federal Government and discussed the recommendations of annexing the rules and regulations with the Bill or within 6 months of the Bill.

The committee also deliberated on the lengthy procedure of the private members bill. The ministry said that since the legislation is being done through the Parliament. It is important that the concerned ministry should be proactive, support the bill and promptly respond by taking the bill to the Cabinet.

The committee also inquired update of the website and App developed by the Ministry of Law to which the official apprised that the website is operational and upgraded. The App is on trial and is expected to be functional by one week. The ministry informed that the app will save money of young lawyers and students and will be accessible to foreign students as well.

The meeting is attended by Senators Molvi Faiz Muhammad, Rubina Khalid, Kesho Bai, Prof. Dr. Mehr Taj Roghani and Senator Shaheen Khalid Butt. Senior Officials of the Ministry and attached departments were also in attendance.

He paid tribute to Majid Jahangir’s services to the Pakistan showbiz industry and said that Majid Jahangir had been spreading smiles on the faces of millions of people for years. His death is a great loss to the Pakistan showbiz industry.

The memories of the comedy will remain fresh in our hearts for a long time. The Speaker and the Deputy Speaker also prayed for the elevation of the deceased and for giving courage to the bereaved to bear this irreparable shock.

Chairman Senate, Muhammad Sadiq Sanjrani in a Meeting with Chief Scholar of The Iraqi Fiqh Academy, Sheikh Allama Dr. Ahmed Hassan Al-Taha In Najaf, Iraq 

Islamabad, January 11, 2023 (PPI-OT):The Delegation led by Chairman Senate Muhammad Sadiq Sanjrani, the visited the shrines of Ameerul Momineen Hazrat Ali (R.A.) and Syed ul-Shuhadah Hazrat Imam Hussain (R.A) in Najaf and Karbala, Iraq.

The delegation first visited Ameerul Momineen Hazrat Ali (R.A.) shrine in Najaf e Ashraf. Later, the delegation also had the honour of visiting the shrines of Sayyed al-Shuhadah Hazrat Imam Hussain (RA) and Hazrat Abbas (RA) in Karbala and expressed their love and devotion to the Ahle Bayt. On this occasion, Chairman Senate Muhammad Sadiq Sanjrani prayed for the peace, development and prosperity of Pakistan. Chairman Senate Muhammad Sadiq Sanjrani also attended the shrine of Imam Abu Hanifa (RA).

Earlier, the Senate Chairman also visited the Iraqi Fiqh Academy. On arrival at the academy, the head of the academy, Dr. Ahmed Hassan Al-Taha, welcomed the delegation. In the meeting, emphasis was placed on increasing linkage between scholars, thinkers and educational experts of the two countries.

National Assembly standing committee on railways meets 

Islamabad, January 11, 2023 (PPI-OT):The meeting of the Standing Committee on Railways held today under the Chairmanship of Mr. Muhammad Mueen Wattoo, MNA on 11 January, 2023 at 11:00 in Committee Room of Divisional Superintendent Railways, Multan with reference to Notice No. 23/11/2022-Com-ll/Railways dated the 2″ January, 2023.

The meeting of the Standing Committee on Railways commenced with the recitation from the Holy Quran and the Committee approved the minutes of its meeting held on 23 November, 2022. The Implementation status on the previous recommendations was placed by the Ministry of Railways and the Committee discussed the same.

On the report submitted by the Ministry of Railways about the Calling attention Notice moved by Mr. Qadir Khan Mandokhail, MNA regarding handing over the administration of Railways school near Kala Pull, Karachi to TCF/ICWS discussed in detail but the mover who participated on video link was not satisfied and Committee decided to hold the meeting at Karachi for site visit in near future.

The Committee invited the Divisional Superintendent, (DS) Railways, and Multan for briefing on the agenda items. He expressed that 2236 Acre land of railways is encroached in Multan division for residential, commercial, agriculture and Govt departments whereas 5666 Acre land is leased out by Railways for different purposes like agriculture, Kachi Abadies, and commercial etc.

While responding to the question, the DS Railways Multan replied that commercial encroachment of 89 Acre in Multan Division could not be vacated due to litigation but the Committee emphasizes on its previous direction that encroached on railways land for commercial purposes should be vacated by using all means and Ministry of Railways, Director General, Property and Land and legal directorate was directed to approach the higher courts for vacation of stay orders but the matter is still pending and nobody has taken care DS, Multan informed that during the year 2021-22, 24.47 Acre of land including 9.10 Acre Commercial land was retrieved from the land grabbers. Ministry of Railways has given two and half month time to all Divisions of Railways for vacation of encroached land.

4. The Committee also took the notice of the billboards installed without permission and railways has no income from them and recommended to bring them in tax net. Ministry of Railways informed the Committee that 46 out of 230 coaches imported from China, have been reached at Pakistan and are running on the track.

5. The Committee was briefed that Railways Track in Sindh, Baluchistan and Punjab was damaged badly at ten locations and the same have been rehabilitated from the resources of Pakistan Railways and train operation is continued successfully.

Divisional Superintendent Railways, Lahore informed the Committee that the matter for de-sealing of the shops is under process as the occupants of shops were asked by Railways to deposit a fix amount along with affidavit as per the approved rent policy. Ministry of Railways informed the Committee that Legal advisor was hired through proper procedure.

The following MNAS, Ch. Muhammad Hamid Hameed, Mr. Muhammad Khan Daha, Mr. Ramesh Lal, Dr Muhammad Afzal Khan Dhandla and Pir Syed Fazal Ali Shah Jilani besides the officials of the Ministry attended the meeting the meeting was ended with the vote of thanks to and from the Chair.

NA standing committee on commerce meet

Islamabad, January 10, 2023 (PPI-OT):The Standing Committee on Commerce met this afternoon in Parliament House, Islamabad under the Chairmanship of Mr. Khursheed Ahmed Junejo, MNA to discuss the performance of the M/o Commerce and its attached departments.

The Committee unanimously recommended that “The Imports and Exports (Control) (Amendment) Bill, 2022 (Government Bill) as introduced in the National Assembly may be passed.

The Committee while discussing the performance of Trade Development Authority of Pakistan (TDAP) had directed that M/o Commerce may introduce appraisal system for commercial Attaches and bound them to achieve the targets set by the government so that Pakistani exports could advance in a prompt way.

The Committee directed that M/o Commerce may launch a proper print and media campaign to give access to Pakistani Traders in international markets so that they could sell their products in international markets to grab maximum revenue for the country. The Committee therefore, decided to invite Secretary Finance and Secretary Industries and Production so that concrete measures could be adopted to expand the network of Pakistani exports worldwide.

Earlier, Special Secretary, M/o Commerce and Secretary, TDAP briefly apprised the Committee about the efforts made them to enhance Pakistani exports and problems faced by them in this regard. They sought support of the Committee in resolving their issues especially enhancement of budget.

The meeting was attended by Mr. Rasheed Ahmed Khan, MNA, Rana Iradat Sharif Khan, MNA, Syed Javed Ali Shah Jilani, MNA, Ms. Tahira Aurangzeb, MNA, Ms. Wajiha Qamar, MNA, Dr. Ramesh Kumar Vankwani, MNA and senior officers of the concerned Ministry/departments.
