Tando Allahyar: Sindh Chief Minister Syed Murad Ali Shah reviewing a Rs8.172 billion development portfolio launched under provincial ADP expressed displeasure on some of the schemes on which work was progressing at slow pace though the allocated funds for them have already been released.
“I am here to review the schemes on ground so that their pace, quality, and issues could be identified. This he said on Saturday while presiding over a review meeting at the DC office. The meeting was attended by provincial ministers, Manzoor Wassan, Ismail Rahu, Imtiaz Shaikh, Jam Ikram, Jam Khan Shoro, local MNAs and MPAs, Chairman P and D Hassan Naqvi, Secretary Finance Hassan Naqvi, Secretary LG Najam Shah, Secretary Works Imran Atta, Secretary Education Akbar Leghari and secretaries of the different departments.
The CM was told that under the provincial ADP 53 schemes have been launched in the district, of them Rs1490.353 million or 70 percent funds against an allocation of Rs2119.378 million have been released while the utilization [of funds] have been recorded at Rs808.771 million or 54 percent. It was disclosed that there were 19 schemes with an allocation of 50 million have been provided 95 percent funds or Rs417.792 million against which Rs108.320 million funds have been utilized while the progress of the works has been recorded at 26 percent. At this the CM expressed his displeasure at the slow pace and directed Chairman P and D to get the schemes accelerated so that they could be completed in time.
Chairman P and D Hassan Naqvi told the meeting that two out of 53 schemes with an allocation of Rs155.663 million have been provided Rs114.212 million or 73 percent funds in two installments against which Rs72.857 million or 64 percent funds have been utilized. Similarly, three out of 53 schemes having allocation greater than Rs100 million have been provided 100 percent funds-Rs539.535 million, and their progress was 95 percent.
Therefore, they would be completed by the end of the current financial year. The meeting was also told that two district specific schemes with an allocation of Rs453 million have been provided Rs228 million or 50 percent funds and 49 percent of the released amount, Rs112.455 have been utilized.
At this the chief minister directed the finance dept to provide rest of the funds to these two schemes so that they could be completed by December 2022. The chief minister was also told that 27 new schemes have been allocated Rs533.488 million against which Rs190.813 or 36 percent funds have been released but work on some of the schemes has yet to be released.
At this the chairman P and D said that those schemes were under approval process but within this month work on them would be started. Dept-wise on-going schemes: The school education has five schemes of Rs314.6 million, college education one of Rs27.5 million, one information of Rs14.391 million, Irrigation one scheme of Rs195.2 million.
The local govt has three schemes of Rs1.3 billion for roads and health, Public health Engineering has two schemes of Rs100 million, Rural development one of Rs16 million and Works dept has 12 schemes of Rs3.4 billion. New Schemes: There are 27 new schemes of Rs2.66 billion for which Rs533.488 million have been allocated against which Rs190.813 million have been released. These schemes would be completed next year, the CM said.
Inauguration of Roads: The chief minister during his visit to Tando Allahyar inaugurated three different roads. They are as follows: The Link Road from Sultanabad to Mirwah Road via Daulat Leghari. This is a 18.5 kilometer road completed at a cost of Rs266.508 million.
The work on this road was started on January 12, 2021 and completed in December 2021. The chief minister said that with the construction of the link road started from Sultanabad would connect different villages such as Ayou bBrohi Goth, Jafar Hakro Goth, Mohammad Palh Goth, Mohsin dago Goth, Sadiq Memon Goth, Umar Bughio Goth upto Daulat Leghari Goth. He added that before construction of this road people used to travel from Tando Allahyar to Mirpurkhas to go to these villages.
Road from Saddiq Memon to Hafiz Sandhano to Tando Allahyar Mirwah Road. This road has been constructed for Rs243.55 million. The carriage way has also been widened from 12 feet to 18 feet. The construction of this road would prove to be connecting hundreds of small villages with Sultanabad-Daulat Leghari Link Road. Tando Allahyar to Chamber: This road has been constructed with the assistance of Asian development 9ADB) forRs630.81 million.
The previous carriageway had a width of 5.3-5.9 meters which has been further widened to 7.3 meters. The length of the road is 19 kilometers. The road has been handed over to the Provincial Highway Division Hyderabad. The chief minister said that Rs37.13 million has been saved in the project. He added that this road has been rehabilitated to increase the socio economic condition of the people of the area and to provide safe and economical mode of transport for local people and transportation of their produce to the market in an effective way.
Different meetings: The chief minister also held meetings with growers, traders, lawyers, and party workers at the DC House. Traders: After listening to the grievances and issues of the traders the chief minister announced a safe city scheme under which CCTV cameras would be installed. He also announced the construction of Chamber and Nasarpur roads as dual carriageways. On the complaints of the traders the CM directed IG police to review the police force strength in the district and fulfill the requirement, if there is any shortage.
Shah also announced the construction of Tando Mohammad Khan and Tando Allhayar Road to connect both the districts. He also announced the establishment of a Small Industrial Zone for Tando Allahyar for which he directed the Industries Minister to prepare a scheme. The CM directed the Deputy Commissioner to prepare a scheme for construction of roads of the main bazaars of the city and taluka headquarters.
Abadgar Associations: while meeting with the leaders and office bearers of Abadgar Association the chief minister urged the growers to switch over to drip irrigation. “We ae lower riparian and would be facing water shortage and this shortage may trigger further due to climate change, therefore we will have to use water efficiently,” he said.
CM Advisor on Agriculture Manzoor Wassan told the growers that the government has launched a scheme under which 80 percent of cost of the drip Irrigation system is being offered by the government and the growers have to bear only 20 percent expenditures.
Chief Minister Murad Ali Shah urged the agriculture dept to hold meetings with the growers so that water efficiency schemes could be made successful. On the complaints of the water logging and salinity, the chief minister directed Irrigation Minister Jam Khan Shoro to prepare a scarp scheme for installing tube wells to lower the water table. Mr Shah urged the Agriculture advisor to prepare a plan to meet seed and fertilizer requirements of the forthcoming cotton crop.
He directed the district administration and agriculture department to take action against ghost dealers of urea. “II want you to ensure provision of certified seed to the growers,” he said. District Bar Association: while meeting with the lawyers’ community of the district, the chief minister directed Secretary Law to arrange land for construction of District Bar. He also announced plans to construct a parking lot for lawyers and the courts. “We are planning to provide a comparatively better place to the courts of Tando Allahyar.
Party workers: The chief minister while meeting with the party office bearers and workers listened to their grievances. He said that the party workers were the strength and pride of the party. Mr Shah said that his government would resolve public grievances on a top priority basis. “I am here to give you the message of PPP Chairman Bilawal Bhutto to work hard for resolution for the issues of the people,” he saideized was equivalent to Rs120 million.
