Technology News – [Government Initiatives, Digital Transformation] -Agreement between Board of Revenue and Sukkur IBA to launch Digital Land Record System
Khairpur, 2-December-2025 (PPI) In a significant move to modernize land management and minimize corruption, the Board of Revenue Sindh, in collaboration with Sukkur IBA University, has launched a blockchain-based digital land record system.
A formal agreement was signed on Tuesday to launch the “e-Transfer of Title System,” designed to replace the province’s traditional paper-based processes with a secure and transparent digital framework.
The Board of Revenue leadership has termed the initiative a “flagship reform,” tailored to eliminate manual bottlenecks and significantly reduce opportunities for fraudulent activities.
Under the newly signed Service Level Agreement, Sukkur IBA University will serve as the complete technical partner for the provincial government. The university’s responsibilities include developing the digital platform, ensuring secure system integration, and providing continuous technical support for the project.
Sukkur IBA University’s Vice Chancellor, Professor Dr. Asif Ahmed Shaikh, described the collaboration as a “historic milestone,” stating that the institution is proud to assist the government in creating “a transparent, secure, and citizen-centric digital platform.”
The new blockchain-powered platform will introduce a comprehensive digital workflow, featuring authentic digital Record of Rights, online facilities for property sale and purchase, and NADRA biometric verification. The framework will also facilitate e-payment of government dues and incorporate GIS-based land mapping.
This immutable environment will allow citizens to upload necessary documents, verify their identity, make payments, and receive a digitally certified ownership certificate. To ensure accessibility, Peoples Service Centers are being established in every district to provide support for the new digital facilities.
The pilot phase of the project is nearing completion in the districts of Matiari and Sukkur, where the digitization of data is almost complete. The provincial government intends to expand the system to all districts of Sindh within the next three years.
Once the program is fully implemented, citizens will be issued secure digital property cards equipped with modern SIM technology, enabling them to access verified information about their land through a secure web portal. This partnership aims to modernize Sindh’s land record infrastructure in line with global standards of transparency and digital service delivery.
