Murtaza Wahab briefed regarding cabinet decisions

Karachi, November 10, 2018 (PPI-OT): Sindh cabinet has imposed ban on use polythene bags, purchase of new vehicles for three years. The cabinet has also approved a committee to review draft of Sindh Police (Postings, Transferred ) rules. Sindh cabinet also approved Shaheed Muhtrama Benazir Bhutto Institute of Trauma Bill. It also approved board of Sindh Child Protection Authority. The cabinet has also recommended to release 12 severe ailing prisoners. This was stated by Advisor to Chief Minister Sindh for Information, Law and Anticorruption Barrister Murtaza Wahab while briefing media regarding the decisions of Sindh Cabinet met in chair Chief Minister Sindh Syed Murad Ali Shah on Thursday.

Giving the details, Sindh’s Chief Minister Advisor on Information said that Sindh cabinet approved the last cabinet meeting minutes. He said that we want to improve and solve the environmental problems and decided to implement Sindh Environmental Protection Act under which non degradable polythene bags could not be purchased, used, manufactured or imported. He said that ban on polythene bags would be imposed in phases with in time period of three months. In first phase Sukkur region has been selected and in next phase complete ban on non degradable polythene bags in Karachi and Hyderabad regions and rest of Sindh, will be implemented.

He informed that traders of polythene and plastic bags would also be engaged in this regard and added that federal government would also be approached to increase import duty on the polythene bags to discourage its import. Barrister Murtaza Wahab added that Sindh cabinet has imposed ban on the purchase of new vehicles for three years adding that Sindh government wanted to introduce a policy in which a 17 grade officer offered a vehicle on lease. Officer should pay its installments and on payment of instalments, the officer will be given ownership of vehicle.

Officer would also be responsible for the maintenance of vehicle. Regarding Shaheed Muhtrama Benazir Bhutto Trauma, he informed that Shaheed Muhtrama Benazir Bhutto Institute of Trauma has been approved in cabinet and added that Institute was now authorized to launch post graduate programs like FSPS, MS, MD, PHD in Arthu Surgery , Nureo Surgery, Traumalogy and in the field of emergency medicine.

He informed that it was also agreed to form a committee to review Sindh Police (transfers and postings) draft comprised of Sindh Minister for Energy, Minister for Mines and Minerals, Provincial Law Advisor, Sindh Home Department Secretary and Inspector General of Sindh Police. He said that Sindh cabinet also gave approval to release 12 severe ailing and aged prisoners on the recommendation of a committee on the humanitarian grounds. He said that Supreme Court of Pakistan has also given judgment in this regard.

He said that committee has reviewed 27 such cases and recommended release of 12 prisoners. Giving the details of, Provincial Advisor said that one prisoner has been released from the jail, one was a Indian national so he would be released in consultation of Ministry of Foreign Affairs. He further informed that one prisoner was awarded death sentence, five were life imprisonment while four were under trial. He said that Chief Minister Sindh has directed district administrations to keep under watch such prisoners who were released on humanitarian grounds.

He said that Sindh Chief Minister has directed Prison department to send list of severe ailing inmates after a quarter to Sindh cabinet through medical committees. He further informed that cabinet also reviewed IG Prison and DIG Prison Recruitment Rules and rejected 2015 and 2018 rules in this regard. He said that 1978 original rules 890 were restored.

According to which promotion of IG Prison would be made among DIG’s Prison. He said that Chief Minister Sindh has desired to change the name of Prison Department and to give status of special force to prison police. Provincial Advisor further informed that Cabinet also approved the constitution of Board of Sindh Child Protection Authority and directed Secretary Social Welfare Department to purpose names for the board.
