KCR to be converted in ultra-modern urban train service: PD

KARACHI:Project Director, Karachi Circular Railway (KCR), Ameer Mohammad Daudpota has revealed that KCR would be converted into ultra-modern urban train service in phases to facilitate Karachiites.

Talking to PPI Sunday, PD KCR Ameer Daudpota said KCR project consisted on three phases out of which work on the first phase for revival of alignments as per 1999 was underway expeditiously. The first phase comprises 12km route from Karachi City Station to Orangi Town via Manghopir. The work on the first phase has almost completed, he adds.

He informed that the work on 30km-long track for revival of 24 level crossings would begin soon as the Sindh government would construct underpasses and flyovers through Frontier Works Organization(FWO). He further informed that FWO had already started planning and designing of level crossings in consultation with Pakistan Railways. The work on level crossing is likely to start soon.

Daudpota said Ministry of Railways had planned to convert KCR into-ultra modern urban railway facility and services of consultancy company would be hired through tender very soon. He said an advertisement would publish soon to get services of consultancy company. The company will submit complete feasibility report in three months.

“The consultancy company will give a complete feasibility report about running the ultra-modern train service, its maintenance, revenue generation and utilization of KCR land on commercial basis, to make the this project profitable,” he further informed.

ASH faces multifarious problems due to financial crunch

KARACHI:The management of Abbasi Shaheed Hospital (ASH) has been facing multiple problems in running the affairs of the hospital as high-ups at Karachi Metropolitan Corporation and Sindh government have unable to address financial problems of the healthcare, credible sources at the hospital informed PPI on Sunday.

According to these sources, the number of visiting patients and their admissions have also declined at this third largest public sector hospital of Karachi due to KMC’s financial crisis. The hospital’s financial and administrative affairs are largely being run on limited KMC-funding and philanthropic donations since 10 years.

The shortage of staff and life-saving medicines, unavailability of advanced diagnostic facilities, suspension of food supply to patients, non-operational wards, insufficient supply of water, out of order equipment and other problems have badly affected the smooth functioning of this major health institution.

Sources told PPI that more than 700 posts, including that of doctors, nurses, paramedical and administrative staff, are lying vacant in the hospital which has badly affected the functioning of this major healthcare facility. There were 2,100 sanctioned posts in the institution out of them over 700 are lying vacant.

Not a single employee has been hired in this health facility for last 10 years. The shortage of doctors, nurses, paramedical staff and administrative staff has badly affected the performance of this healthcare facility.

The major diagnostic machines are very old and outdated. The MRI machine, ventilators, incubators and other equipment are also lying out of order while the administration is unable to get them repaired due to shortage of funds.

The 900-plus bed hospital did not receive even 15 per cent of its budgetary allocation with the result that all units of the hospital, including intensive care and emergency units face an acute shortage of life-saving medicines and other essential items.

The major departments of hospital are on verge of closure due to shortage of specialist doctors and consultants. The junior doctors are running these departments due to unavailability of seniors.

The patients are facing hardship due to the dearth of specialist doctors in hospital, but KMC administration and Sindh government authorities concerned have miserably failed provide staff to institution to improve patients care.

The financial crisis has seriously affected almost every service of the healthcare facility, which once provided not only costly medicines free of cost but also food to its indoor patients. Currently, 40 per cent of the diagnostic machines at the facility are out of order.

Director, Abbasi Shaheed Hospital (ASH), Dr Salma Kauser, was not available for comments.

SAPM: (Govt taking measures to quell smog: Amin Aslam)

ISLAMABAD:Special Assistant to the Prime Minister (SAPM) on Climate Change, Malik Amin Aslam, has said that tackling smog-forming pollutant sources is the most effective way to quell the growing challenge of smog that causes serious health hazards and environmental hazards during winter months.

Talking to media here on Sunday over growing challenge of Smog in Pakistan, he pointed out that burning of rice crop residue, burning of dirty fuel sources in traditional brick kilns, solid waste burning, existing aging urban transport system and factories are the typical causative factors of smog, which starts blanketing country’s various parts, particularly those in northern Punjab province, from November and continues till March.

“However, smog, which is the worst form of the outdoor air pollution, would continue to devour the country’s gains in public health, environmental and economic sectors as long as these very sources of smog remain unaddressed,” he cautioned.

Referring to the recent introduction of the Rice Straw Shredder and Happy Seeder technology in Sheikhupura district on November 6, 2020, Malik Amin Aslam said the much-needed technology has been finally launched and being provided to the farmers, which would help them avoid burning of the paddy crop residue and instead convert the residue into organic fertilizer for boosting fertility of their farmlands.

He said around hundreds of pairs of rice straw shredder and happy seeder technology were being provided to the farmers under a joint multi-billion rupees initiative launched jointly by the Agricultural Engineering Division (Lahore) of the Punjab Agriculture Department and the Federal Ministry of Climate Change.

The technology is being introduced across the country under the present government’s ambitious national project ‘Mechanised Management of Rice Crop Residue’ for which Rs30 billion are being spent for disbursement of the 50,000 units of the rice straw shredder and happy seeder technology to the farmers to stem the stubble burning, which is among the key causes of smog in winter, Malik Amin Aslam elaborated.

He hoped that the provision of the new technology would prove a great milestone of successful environmental governance by the present government and help quell exacerbating challenge of the smog, which also reflects the Prime Minister Imran Khan-led government’s commitment towards taming the smog and protect public health and environment from the heinous pollution.

Dubbed as ‘the silent killer’, smog is composed of a mixture of air pollutants from the various sources that poses grave risk to the human health and environment.

Various human health problems such as emphysema, asthma, allergies, chronic bronchitis, lung infections, coughing, irritation of the eyes, chest, nose throat infections and various cancers are caused or exacerbated by the effects of smog. Various studies show that birth defects and low birth weights are other consequences of the smog problems.

“Smog is highly attributed to the issues of birth defects and low birth weight. Because, pregnant women, who get exposed to smog, have had babies with birth defects. Spina bifida – a condition depicting malformations of the spinal column, and anencephaly – underdevelopment or absence of only part of the brain are birth defects associated with smog exposure,” Malik Amin Aslam noted.

Quoting a study published in the journal of Proceedings of the National Academy of Sciences in 2018, he said the study findings show that accumulative exposure to air pollution impacts intelligence. Another latest study, published in the journal of Epidemiology, has also linked exposure to air pollution from burning fossil fuels to brain cancer, he highlighted.

Malik Amin Aslam highlighted that emissions from the transportation sector, which aggravate the outdoor air quality, result from fossil fuel combustion in cars, trucks, buses and motorbikes are the chief contributors of smog formation, most of which is formed in large cities of the country.

Besides, the industrial processes employ a large amount of fossil fuels and resources that need to be extracted for the production of materials and goods. Thus, industries equally cause harmful gaseous emissions and fumes released into the atmosphere, which leads to the formation of smog, he added.

Meanwhile, he also insisted that burning of the agriculture field is among the top contributors of the smog problem in the country’s various parts, most of which comes from neighbouring India.

“Most of the smog issue in Pakistan is linked to widespread stubble burning in northern Indian states of Haryana, Punjab and Uttar Pradesh, where tens of thousands of farmers blaze their fields of old rice crop stubble to get the fields cleared of the crop residue materials including stubble and get them ready for growing wheat,” he remarked.

He said though burning of the crop residue materials in October and November months is also observed in country’s various parts, but as compared to blazing of the crop residue in the Indian districts its much less in Pakistan.

“But despite the fact, the Prime Minister Imran Khan’s government is taking all-out measures to discourage the stubble burning in the country to address the exacerbating smog challenge as a part of his vision for Clean Green Pakistan,” Malik Amin Aslam told media.

He highlighted that outdoor air pollution, which gets aggravated during winter months because of smog problem, has emerged a grave challenge for the country, which kills around 135,000 people, most of them children, annually in Pakistan.

“However, the bad air quality aggravated further due to smog may spike the death rate among the corona patients, which are again on rise, particularly in the urban areas, where air pollution is worse than rural localities,” the PM’s aide cautioned.

Malik Amin Aslam suggested that efforts including curbing emissions from factories, closing brick kilns that fail to use fuel-efficient technology and refuse to shift on the efficiently fuel-burning zig-zag technology and fining polluting vehicles and farmers burning rice stubble in the winter would be needed for effectively controlling the smog problem in particular and bad outdoor air pollution in general.
