KARACHI: Sindh High Court here Monday heard a constitutional petition of Pasban e Pakistan President Altaf Shakoor against the passing of Universities and Institutions Laws (Amendment) Bill 2018 by the Sindh Assembly and instructed his lawyer to submit the constitutional petition afresh along with the copy of the Act, besides ordering to issue notices to Sindh government, speaker Sindh Assembly, Sindh chief secretary and other respondents.
According to details, a two-judge bench headed by Justice Aqeel Ahmed Abbasi heard the constitutional petition of Pasban.
Pasban lawyer Irfan Aziz Advocate said that the provincial government has already harmed the primary and secondary education in the province. He said the former provincial government wanted to get powers to run the universities and introduce corruption in them. He said the previous rulers wanted to harm the standard of higher education in Sindh and play with the future of university students.
He said the petition of Pasban is to save the future of students of 24 universities of Sindh, including future doctors and engineers and to check fall in the standard of university education. He said if the government wants to improve education it should first improve the standard of primary and secondary education in the province. He said due to falling education standard private schools have mushroomed in the province.
He said Pasban would not allow the rulers to play with the future of students. He said in whole world the issues related to universities’ powers are well-defined. He said if we compare the Universities and Institutions Laws (Amendment) Bill 2018 to these benchmarks we will see that the passing of the Act is illegal and unconstitutional.
He said the Pasban would present the Act before the honorable court during the next hearing. He said this issue pertains to the future of our youth and children; hence all pro-education and patriotic elements should play their role in this regard.
