Pakistan, Oman Advance Talks on Formalizing Joint Disaster Response Pact

Pakistan and the Sultanate of Oman are exploring a formal bilateral agreement to enhance cooperation in disaster risk reduction and emergency response, following a highlevel meeting on Thursday.

The discussions took place during a visit by an Omani delegation, led by H.E. Major General Abdullah bin Ali Al Harthi, Assistant Inspector General of Police, to the National Emergencies Operation Center (NEOC) at the National Disaster Management Authority (NDMA) headquarters today.

Both nations underscored the need for joint coordination mechanisms to systematically share early warning information, hazard prognoses, technical expertise, and best practices. The proposed collaboration also includes initiatives for training, capacitybuilding, and the exchange of realtime data related to disasters and climate phenomena.

Chairman NDMA Lt Gen Inam Haider Malik welcomed the distinguished guests and briefed them on the authority”s strategic shift from a reactive to a proactive model focusing on preparedness and community resilience. He highlighted NDMA”s technologydriven transformation, showcasing its advanced early warning systems, realtime data integration, and the Pakistan Disaster Lens (PDL) 2026 framework.

In a reciprocal exchange, the Omani side briefed NDMA officials on the mandate of their National Committee for Emergency Management (NCEM), which functions as Oman’s apex body for coordinating preparedness, response, recovery, and relief operations during national emergencies.

The visiting delegation included senior representatives from Oman”s National Emergency Management Centre (NEMC), the Civil Defense and Ambulance Authority, and H.E. Mr. Fahad Sulaiman Khalaf Al Kharusi, Ambassador of the Sultanate of Oman to Pakistan.

The delegates also toured NDMA’s Center of Excellence and its tech labs, where they were informed about specialized courses in disaster management and climate change. The meeting concluded with a mutual understanding to continue working closely, reinforcing the commitment of both countries to enhance preparedness and coordinated response through sustained institutional collaboration.
