The Pakistan Medical and Dental Council (PM and DC) has initiated a sweeping institutional overhaul, pivoting to a 100% digital operational framework designed to drastically improve efficiency, transparency, and service delivery for medical professionals nationwide.

According to a statement released Friday, the reform represents a significant move to fortify governance, accountability, and operational performance. The initiative aims to ensure excellence in medical and dental education, licensing, and professional regulation across the country.

Describing the program as “a new era of institutional excellence and transparency,” PM and DC President Prof. Dr. Rizwan Taj stated that the council has redesigned its entire structure. This follows a comprehensive organizational review that clarified job descriptions, responsibilities, and reporting lines for all positions to eliminate administrative redundancies.

As part of the extensive changes, the PM and DC is filling all key vacant roles to bolster financial discipline, legal compliance, and administrative effectiveness. The organization believes the induction of qualified professionals will significantly enhance its digital governance and institutional capacity.

A new performance evaluation system has been implemented, featuring monthly and annual assessments like Annual Confidential Reports (ACRs) and structured evaluations. These tools will guide promotions and upgradations, supported by a performance-based monetary reward system to incentivize high-performing employees.

Recognizing the importance of human capital, the council has also rolled out comprehensive training and capacity-building programs. These initiatives include workshops and professional sessions led by experts from various fields to cultivate technical, administrative, and leadership skills among staff.

Dr. Taj highlighted the core of the transformation: the implementation of an Enterprise Resource Planning (ERP) system. This platform will streamline crucial functions such as registration, licensing, accreditation, and human resource management, leading to improved data accuracy and accelerated processes.

To reinforce financial integrity, a robust internal control system is being established to prevent procedural lapses and augment administrative oversight. A user-friendly digital interface with enhanced safety features is also being introduced to provide convenient and secure services for applicants and practitioners.

The council has further digitalized its examination registration for MDCAT, NRE, and NEB, which allows for real-time tracking and automated processing to minimize delays and errors. To improve nationwide accessibility, new Regional Facilitation Centers have been established in Lahore, Karachi, Peshawar, Quetta, and Gilgit-Baltistan.

“Our focus is on efficiency, accountability, and innovation,” Dr. Taj affirmed. “Through digital transformation, strengthened governance, and continuous professional development, PM and DC is determined to serve the medical and dental community with integrity and professionalism.”

He added that the reform drive is expected to elevate stakeholder satisfaction and bolster the council’s national and international credibility by providing timely, transparent, and secure services.
