LARKANA: As many as 42,925 proclaimed offenders (POs) and absconders (Abs) exist in entire Larkana Police Range, but police could still not arrest them due to negligence and shortage of personnel strength. Presently, Larkana Police Range has a total of 16,500 cops which needs to be trained and used effectively to nab criminals.
According to statistics maintained at DIGP office Larkana, out of these, 42,925 offenders of law, 3837 POs and 6151 Abs exist in Larkana district, 2247 and 4283 in Kambar-Shahdadkot district, 8170 and 1520 in Shikarpur district, 5472 and 3436 in Jacobabad district, 5433 and 2366 in Kashmore district. In all, 25,169 POs and 17,756 Abs are still at large in the entire Larkana division.
Larkana Range or Division consists of five districts which include Kambar-Shahdadkot, Shikarpur, Jacobabad, Kashmore and Larkana where approximately 16,500 police officers and officials are posted to maintain law and order at 144 police stations and 2187 posts are vacant in the entire Range.
Karo-Kari cases have also registered an increase as 45 honour-killing cases were registered in entire Larkana Range in 2017 but till end of September 2018, 52 cases have so far been registered. According to the report, 16 males have so far been killed along with 45 women out of which 17 women have so far been gunned down for honour in Kashmore district alone during the current year. The statistics further showed that 41 accused were arrested and Challans of 52 cases have been submitted in the relevant courts.
Child abuse cases have however registered decline as compared to last year. According to the police data, 18 child abuse cases were registered in 2017 in the entire division but so far 10 cases have surfaced in 2018. The ratio of child abuse cases is higher in Shikarpur district as 12 cases were registered in 2017 and so far six cases have been lodged in the same district out of which nine were boys and five were girls.
As many as five tribal feuds are active in Shikarpur district which include Kalhora-Mangneja dispute, Kakepota-Brohi dispute, Shar-Kehar dispute, Tunia-Brohi dispute and Dahani-Sadhaya dispute for which government should take serious efforts to resolve these on-going bloody feuds to save precious human lives as most affected are the children who cannot get education for fear of life. Teghani-Bijarani dispute is inactive and Jatoi Saeen Khanani-Jatoi Badhani dispute has settled down. No tribal feud case has so far been registered during 2018, claimed the police data.
One SHO posted in Ghotki district said that offenders of law have sophisticated weapons which include Dahshako which are fitted around their hideouts. He said this weapon can fire ten huge bullets at a time adding police cannot face such modern killing machines.
Retired Deputy Inspector General of Police (DIGP) Saeen Rakhyo Mirani said while talking to this Scribe on Monday: “Infrastructure of police is very poor, adding vehicles are not able to cope with the situation, human resources are insufficient, police station buildings have become dangerous and same is the condition of quarters in entire Larkana division.” He said the government will have to prepare Sindh police for 20th century leaving behind laws and force of 18th and 19th century.
