LARKANA:Sindh government has miserably failed to learn from its past mistakes to establish good governance and merit in the province which will ensure rule of law and provide better services to the masses.
On May 31, Sindh government promoted and notified about 20 general cadre doctors from BPS-19 to 20, but not a single of them have so far been posted which has resulted in bad governance in the province. The promoted doctors include Dr Aijaz Qadir Patoli, Dr. Munir Ahmed, Dr. Versi Mal, Dr. Saleem Ahmed Tunio, Dr. Bashir Ahmed Solangi, Dr. Irshad Hussain Morio and others.
Many of these promoted doctors include those who have already retired. There are over hundred posts of BPS-20 but very few are occupied by BPS-20 doctors and most of them are either vacant or occupied by lower scale doctors who are blue eyed boys of the rulers.
Sindh High Court, Circuit Court, Larkana, on the petition No: D-320/2019 of petitioner Riaz Hussain Malgani issued notices to Dr. Abdul Sattar Shaikh, posted as Medical Superintendent, Chandka Medical College Hospital, Larkana, Sindh Health Secretary, Section Officer-1, Services, General Administration and Coordination Department, Director General Health Services Sindh Hyderabad and others, requiring them to be present on 03rd July 2019 along with their parawise comments. Malgani told this scribe that the seniority of Dr. Sattar Shaikh is fixed at serial No 425 in the seniority list of BPS-19 doctors and he has been directed to look after the charge of BPS-20 post which is daring and open violation of the apex court orders.
He said BPS-20 doctor Irshad Hussain Morio is working under him as Additional Medical Superintendent which is unjustified and amounts to murder of merit. He said his prayer is to post senior doctor so that hospital affairs could be managed properly and patients are treated as per required medical standards.
One of the retired doctors said that the rulers will not post senior doctors on administrative posts because they fear that they will not earn for them as doctors want to retire with dignity and respect not under the charges of corruption or wanted by NAB.
