Educate homeless children: SHC

KARACHI:The Sindh High Court (SHC) on Tuesday expressed anger at the Secretary of the social welfare department of Sindh government and rejected the report submitted by him pertaining to the implementation of laws related to children’s rights and protection in Sindh.

A SHC bench, headed by Justice Muhammad Ali Mazhar, heard a petition filed by Natasha Lakhani against non-implementation of law related to children’s rights and protection in Sindh.

During the hearing, Justice Mazhar lashed out at the secretary welfare department and said what they have written is just a eyewash. “What steps have you taken for orphaned children at a cost of Rs. 15 million,” the court asked.

The court remarked whether the department spent money on children’s education or on something else, it should be told to us. The court sought a progress report from the Social Welfare Department at the next hearing.

“No one knows what steps have been taken to protect children since 2014,” Justice Muhammad Ali Mazhar said. In practice, the officers of the Child Protection Authority only receive salaries and benefits. Their work is not visible, the court said. The Additional Advocate General argued with the court and informed that more shelter homes will be set up in collaboration with 26 NGOs.

The court remarked shelter homes for children in Karachi Central, Hyderabad and Sukkur were also claimed to be built but it is not known when they will be built. “Don’t make children hardened criminals,” the court observed. Don’t compel children begging on the streets a permanent malefactor, the court remarked. “Educate homeless children, teach them a skill so that they can live a better life,” said Justice Muhammad Ali Mazhar.

He asked what is being done for children who are caught and imprisoned for a crime. He asked where the Rs150 million fund received by the Child Protection Authority went. The court sought details pertaining to the funds whether spent on education of needy children and teaching skills to beggar children. The Child Protection Authority has done practically nothing in the province, the court said during the hearing.

AAG Sindh Shehryar Mahar argued that 29 units are being set up across the province. He said SO Villages and Shelter Homes are being set up with the help of NGOs. The Secretary Social Welfare said children living in prisons do not come under their department. The Child Protection Authority has been established to protect children begging on the streets, Secretary Social Welfare said.

Barrister Shehryar Mahar, said the government was working on various projects in Sindh. Justice Muhammad Ali Mazhar remarked it is written in the report that a project is about to be completed in Karachi, it has not been stated when it will be completed. “What practical steps has the Child Protection Authority taken to protect children from 2014 to 2020?” The court asked.

The petitioner stated there are more than 50,000 children on the streets of Karachi. “Many children became criminals due to carelessness,” she said. She requested the court to enforce child rights laws in Sindh.
